About the position

The Procurement & Finance Senior Director at Montefiore is a pivotal role responsible for overseeing all procurement activities, contract administration, and financial services related to a substantial portfolio of capital projects exceeding $550 million. This position encompasses a wide range of projects, from the design and construction of major research facilities and hospital pavilions to smaller office renovations and significant ambulatory care facilities across the Montefiore Healthcare System. The Senior Director will lead a team of three to five associates and will collaborate closely with system-wide procurement and financial departments to ensure the effective management of resources and compliance with financial regulations. In this role, the Senior Director will provide leadership and training to project support and design and construction staff, focusing on project reporting systems and financial systems such as Strata and Infor. The goal is to ensure adherence to departmental standards and operating procedures. The Senior Director will compile and analyze financial data related to capital projects, enabling comprehensive monitoring, tracking, forecasting, reconciliation, and reporting to senior leadership. This includes ensuring that project directors and managers efficiently manage budgets and estimates, allowing for accurate cost projections and project delivery within budget constraints. The Senior Director will also be responsible for ensuring financial compliance with external funding requirements, including grants and public funding. Collaborating with senior staff across design and construction and system-wide procurement, the Senior Director will manage the procurement planning process to reduce costs and maximize value for the capital program. This includes assisting staff with contract solicitation packages and administration processes for various services related to hospital operations, clinical operations, and facilities maintenance. Additionally, the Senior Director will review and finalize contracts and service orders prepared by project managers, manage project support staff, and advise on vendor and contractor performance issues. Developing detailed procurement policies and procedures, assessing training needs, and conducting training sessions will also be key responsibilities of this role. The Senior Director will play a crucial role in fostering relationships with key stakeholders across campuses and functions, ensuring effective communication and collaboration throughout the organization.

Responsibilities

  • Manage a team of project support staff members and provide leadership and direction related to finance and procurement operations functions.
  • Provide leadership and training to project support and design and construction staff on project reporting systems and financial systems, including Strata and Infor.
  • Compile and analyze capital projects financial data for comprehensive financial monitoring, tracking, forecasting, reconciliation, and reporting to senior leadership.
  • Ensure project directors and project managers efficiently manage project budgets and estimates to complete for accurate cost projections and project delivery within budget.
  • Ensure financial compliance with outside funded projects requirements such as grant funding, public funding, and donor projects.
  • Manage the D+C procurement planning process to reduce costs and obtain the best value for capital program needs.
  • Assist staff in using contract solicitation packages and contract administration processes for various services related to hospital operations and facilities maintenance.
  • Review and finalize draft Contracts and Services Orders prepared by Project Managers for architecture and engineering services.
  • Manage PSO staff and assist in administering various agreements, advising on vendor and contractor performance issues and disputes.
  • Develop detailed procurement policies and procedures, assess staff training needs, and conduct training sessions.

Requirements

  • Master's degree in law, Business Administration, Construction Management, Finance, and/or Accounting.
  • Minimum 10 years' experience in the field.
  • Experience managing finance and procurement for large Capital Portfolios with $100 million annual spend.
  • Proficient computer skills using MS Office tools, with advanced Excel skills required.
  • Experience with Strata, Infor, and Banner.
  • Good communication skills and attention to detail.
  • Experience with monitoring, analyzing, and forecasting project cost elements.
  • Expertise in budget information input and updates into cost reporting systems.
  • Extensive knowledge of accounting, including AIA contracts and invoice requirements.
  • Ability to prepare executive financial dashboards.
  • Ability to cultivate relationships with key constituents across campuses and functions.
