About the position

As an Engineer II in the City of Pasco, you will engage in professional engineering work and administration related to the design, investigation, and construction of various public works projects, including street systems, public utilities, and water and wastewater treatment systems. This role requires you to prepare detailed plans and specifications, acting as a project manager for assigned projects to ensure their timely and accurate delivery. You will work with minimal supervision, preparing documents for construction projects that involve traffic, roads, stormwater drainage systems, and water and sewer systems. Your responsibilities will also include coordinating with other agencies, utilities, consultants, and contractors to facilitate project completion. In addition to project management, you will assist in the administration of major maintenance and construction projects. This includes preparing costs and contracts, calculating pay estimates for contractors, and writing change orders and other project-related correspondence. You will perform engineering and survey calculations in accordance with Civil Engineering principles and practices, write technical specifications, and prepare construction contract documents using established standards such as WSDOT/APWA specifications and AWWA Standards. You will also provide direction and oversight to consultants and other team members in the preparation of drawings and design plans, utilizing AutoCAD drafting and other engineering tools. Your role will involve preparing requests for proposals and bids, reviewing contract bids and proposals, and assisting in the coordination and review of consultants' design work. As a project engineer, you will research applicable codes, regulations, and requirements for assigned projects, ensuring that all plans and specifications meet the necessary design standards for public works projects. You will also respond to public inquiries, providing appropriate information and documentation as needed. Other job functions may include office administration tasks, attending public meetings, and participating in the initial planning of projects to assist the Public Works Director and other managers in establishing schedules and budgets. You will conduct comprehensive studies for system master planning and develop proposals for projected construction of various public works projects, identifying and planning required Capital Improvements for system expansion and modifications.

Responsibilities

  • Act as project manager for assigned projects to ensure timely and accurate delivery.
  • Assist in the administration of major maintenance and construction projects by preparing costs and contracts, calculating pay estimates, and writing change orders.
  • Perform engineering and survey calculations related to Civil Engineering principles and practices.
  • Write technical specifications and prepare construction contract documents using WSDOT/APWA specifications and AWWA Standards.

Requirements

  • Bachelor's degree in Civil Engineering or equivalent from an accredited college or university with major course work in civil engineering or a related field.
  • Two (2) years of increasingly responsible professional civil engineering experience.
  • Valid Washington State driver license.
  • Engineering In Training (E.I.T) certification required.
  • Registered Professional Engineer of Washington State (PE) preferred.
