About The Position

The Multnomah County Transportation Division is recruiting an Engineering Services Manager (ESM), who will primarily oversee the engineering staff, capital projects, and capital maintenance work on the County's six Willamette River Bridges (four of which are movable bridges that open for river traffic) as part of the Bridge Program. The Bridge Program ESM will also support and be supported by the ESM who oversees the Road Program and will at times manage projects in both programs to ensure the overall success of the Transportation Division. As an ESM within our Transportation Division assigned to the Bridge Program, you will plan, organize and supervise professional engineering design, construction and project management functions for the Bridge Program in a manner that is consistent with the stated values and priorities of the County Board of Commissioners and the Department of Community Services. In your work, you will develop and implement projects within the County's Capital Improvement Programs for the road system and the Willamette River Bridges; plan, prioritize, assign, supervise and review the work of staff engineers and engineer technicians involved with multiple & simultaneous multimillion dollar engineering design and construction projects. In addition, you will build and maintain constructive and cooperative relationships with other agencies, support Bridge Maintenance and Operations with the development of engineering solutions for a variety of operations and maintenance needs, and coordinate with Transportation Planning to respond to public inquiries and develop capital project grant applications. This is a working manager position, so your desire to work hands-on in many complex projects is essential.

Requirements

  • Equivalent to a Bachelor's degree from an accredited college or university with major coursework in an engineering discipline such as civil, electrical, mechanical, or structural.
  • Three (3) years of responsible engineering experience.
  • Two (2) years managing road or bridge design and construction projects.
  • One (1) year leadership or supervisory experience.
  • Possession of a valid driver license.
  • Professional Engineer certification in Oregon or ability to obtain it through reciprocity within six (6) months.
