About the position

The Facility Manager for the Recycling Facility is responsible for the comprehensive management and operational oversight of the facility, ensuring that all activities align with regulatory requirements and organizational goals. This role encompasses budget management, technical performance, and operational efficiency, with a strong emphasis on health and safety protocols. The Facility Manager will be tasked with understanding and managing all federal, state, and local permits, as well as the associated work plans and site specifications. This includes monitoring compliance with reporting and operational parameters, ensuring that the facility operates within the established guidelines and restrictions. In addition to permit management, the Facility Manager will oversee all health and safety requirements, ensuring the protection of employees, vendors, contractors, clients, and the general public. This involves managing site employees according to established policies and procedures, as well as ensuring that all operations and maintenance of site equipment are conducted in compliance with these policies. The Facility Manager will also be responsible for meeting quality objectives across all facility components and managing all operational and administrative functions. Effective communication with the Vice President of Operations is crucial, as the Facility Manager will need to provide regular updates on work status, safety, employee performance, equipment functionality, and regulatory compliance. The role also includes supervising unit operations and maintenance to ensure compliance with cost control objectives, monitoring operating conditions, and adjusting them to maximize throughput while minimizing energy costs. The Facility Manager will develop and maintain a Predictive Maintenance program to reduce unscheduled downtime and will document all equipment repairs and modifications. Furthermore, the Facility Manager will coordinate recycled shipments and deliveries, work closely with the Customer Service Manager to align project schedules, and oversee the operation and maintenance of facility equipment. Training and development of new and existing personnel will also be a key responsibility, ensuring that all staff are equipped to perform their roles effectively and in accordance with company policies.

Responsibilities

  • Manage and maintain full responsibility and accountability for the budget, technical and operational performance of the Recycling Facility.
  • Understand and manage all federal, state and local permits, work plans, site plan drawings and specifications associated with the Recycling Facility.
  • Oversee and manage all Health and Safety requirements in accordance with Occupational Safety and Health Programs.
  • Protect the health and safety of all employees, vendors, contractors, clients and the general public at all times.
  • Manage all site employees in accordance with policies and procedures.
  • Manage operations and maintenance of all site equipment in accordance with policies and procedures.
  • Ensure quality objectives of all Facility components are met.
  • Manage all Operations and administrative functions in accordance with policies and procedures.
  • Control and manage all internal reporting functions as directed by the Vice President.
  • Maintain relations with on-site audits by customers, permitting agencies, and all other entities.
  • Ensure effective communication with the Vice President of Operations regarding the status of work, safety, employees, equipment, and regulatory agencies.
  • Supervise unit operations and maintenance to ensure compliance and cost control objectives.
  • Monitor operating conditions to ensure permit compliance.
  • Review and adjust operation conditions to maximize volume throughput and minimize energy costs.
  • Oversee operators' Preventative Maintenance tasks to ensure on-stream reliability.
  • Develop and maintain a Predictive Maintenance program to minimize unscheduled downtime.
  • Document all equipment repairs, modifications and upgrades including electrical and instrumentation drawings.
  • Evaluate and train operator maintenance and troubleshooting skills.
  • Set-up and adjust shift schedules to accommodate incoming shipments.
  • Oversee cost control program to focus operating spending at or below established budget.
  • Coordinate all recycled shipments and deliveries.
  • Coordinate with Customer Service Manager on project schedule needs.
  • Oversee the operation and maintenance of facilities yellow iron.
  • Develop and train new and existing personnel in accordance with policy and procedures.
  • Act as the first contact for HR responsibilities for facility operation employees.

Requirements

  • Proven experience in facility management, particularly in a recycling or waste management environment.
  • Strong understanding of federal, state, and local environmental regulations and permitting processes.
  • Experience in managing health and safety programs in a facility setting.
  • Ability to manage budgets and control costs effectively.
  • Strong leadership skills with experience in managing teams and personnel development.
  • Excellent communication skills, both verbal and written, to interact with various stakeholders.
  • Ability to analyze operational data and make informed decisions to improve efficiency.

Nice-to-haves

  • Experience with predictive maintenance programs.
  • Familiarity with recycling technologies and processes.
  • Certification in facility management or related field.
