About the position

The Finance Director is responsible for supervising a variety of general operational needs to include but is not limited to performing revenue and expenditure analysis, budget examination and preparation and leading comprehensive financial programs and projects. This position works with all County departments, reports directly to the County Administrator and oversees the Business Manager.

Responsibilities

  • Directs the financial functions of the organization; maintains financial performance.
  • Assists with the development of the annual County budget and assists outside agencies with annual budget preparation; includes budget forecast of revenues and expenditures.
  • Develops departmental operating budget and organizes duties into a yearly process.
  • Maintains financial performance and ensures compliance with statutes, policies, objectives, and standards.
  • Monitors revenue and expenditures, grant programs, bank accounts, and investments of idle funds.
  • Reconciles payroll and the utility billing system.
  • Compiles and submits tax state and federal tax refunds; issues, tracks, and pays all county debt.
  • Performs construction project accounting and reporting; works with bond counsel to ensure proper scheduling accuracy of all required documents and publications.
  • Participates in the workflow and accumulates information for auditors.
  • Duplicates data, information, and records; compiles, produces, and submits a variety of correspondence, tables, records, and reports as needed.
  • Cooperates with other offices and enforces various policies and procedures.
  • Serves as member of the fiscal committee; attends department head meetings and makes presentations to the Board of Commissioners as needed.

Requirements

  • Excellent verbal and written English language skills.
  • Excellent interpersonal and customer service skills.
  • Proficient in basic computer systems and software (e.g. email, timekeeping software, work order inputs, video/audio conference calling).
  • Proficient in accounting principles, practices, financial analysis, and reporting.
  • Proficiency in clerical procedures, systems, and tools such as recordkeeping, filing, copier, scanner, 10 key, etc.
  • Ability to analyze and interpret data and various financial reports.
  • Ability to keep information confidential.
  • Ability to work independently without supervision and uses own judgment in determining priorities and procedures used, obtaining assistance in new or unusual situations.
  • Ability to analyze situations quickly and objectively and to determine a proper course of action to be taken consistent with established policies and procedures.
  • Ability to read and interpret contracts, standards, specifications, financial reports and legal documents.
  • Knowledge of laws, interpretations, government regulations, pertaining to budgeting and financial investment.
  • Knowledge and skill in Fund Accounting.
