About the position

As a Financial Management Analyst with the US Naval Facilities Engineering Systems Command in Honolulu, HI, you will play a crucial role in implementing legal and regulatory controls over approved budgets. Your primary responsibility will be to provide expert advice on effective and efficient methods for the acquisition and use of funds that support the organization's programs and activities. You will evaluate budget requests, controls, and reports of obligations and expenditures, ensuring compliance with financial policies and appropriations laws. Additionally, you will formulate budget and cost estimates to support the plans, programs, and activities of the organization, presenting and defending these estimates before relevant authorities. Your role will also involve performing a variety of fiscal, accounting, or financial duties and responsibilities, contributing to the overall financial health and operational efficiency of the organization. In this position, you will be expected to demonstrate specialized experience in interpreting financial policies, researching and analyzing budgetary issues, and utilizing various financial systems to manage and reconcile funds throughout the budget management cycle. You will provide authoritative guidance to customers on budget administration, including estimates, obligations, and expenditures. This role requires a strong understanding of financial management principles and the ability to communicate effectively with stakeholders at all levels. You will be part of a team that is dedicated to ensuring fiscal compliance and supporting the mission of the Department of the Navy.

Responsibilities

  • Implement legal and regulatory controls over approved budgets.
  • Provide advice on effective and efficient methods for the acquisition and use of funds.
  • Evaluate budget requests, controls, and reports of obligations and expenditures.
  • Formulate budget and cost estimates to support plans, programs, and activities.
  • Present and defend budget estimates before authorities.
  • Perform a variety of fiscal, accounting, or financial duties and responsibilities.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must obtain and maintain an interim and/or final Secret security clearance.
  • For GS-11: One year of specialized experience at or equivalent to the GS-09 grade level or equivalent experience in the private or public sector.
  • For GS-09: One year of specialized experience at or equivalent to the GS-07 grade level or equivalent experience in the private or public sector.
  • For GS-07: One year of specialized experience at or equivalent to the GS-05 grade level or equivalent experience in the private or public sector.

Nice-to-haves

  • Experience with federal financial management systems.
  • Knowledge of Department of Defense financial policies and regulations.
  • Strong analytical and problem-solving skills.
