About the position

This position is located with the Deputy/Chief of Staff Office with Ralph H. Johnson Health Care System (RHJHCS). The incumbent assists the Deputy/Chief of Staff in preparation of a variety of daily, weekly monthly, and annual reports. As a Health System Specialist to the Deputy/Chief of Staff, incumbent is an active participant in the management of the Ralph H. Johnson Health Care System (RHJHCS).

Responsibilities

  • Responsible for planning and making decisions related to resource allocation including FTE ceiling, salary budget, supply budget, equipment budget, space utilization, maintenance contracts, and overtime usage.
  • Analyzing and measuring resource needs and making recommendations based on staffing needs; approving individual expenditures for all non-recurring items.
  • Serves as the management official for Deputy/Chief of Staff on many councils and committees within the formal governance structure.
  • Makes clear and convincing oral presentations, listens effectively, and clarifies information as needed to advocate the Deputy/Chief in governance meetings.
  • Fully understands the mission, organization, and programs of the Department of Veterans Affairs Health Care Delivery System.
  • Analyzes and evaluates the effectiveness of programs or operations within the medical center in meeting established goals and objectives.
  • Prepares reports and briefings on results of studies and is responsible for the collection, interpretation, and analysis of quantitative and qualitative data relevant to programs being evaluated.
  • Reviews and monitors the impact of programs, plans, procedures, and methodologies; analyzes quality initiatives and processes.
  • Conducts interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
  • Performs in-depth analysis of budget requests using techniques such as cost-benefit analysis, program tradeoffs, and return on investments.

Requirements

  • Must be a U.S. Citizen.
  • Selective Service Registration is required for males born after 12/31/1959.
  • May be required to serve a probationary period.
  • Subject to background/security investigation.
  • Participation in the seasonal influenza vaccination program is required.
  • Participation in the COVID-19 vaccination program is required.

Nice-to-haves

  • Undergraduate and Graduate Education in Hospital Administration, Public Health Administration, or related fields.
  • Specialized experience in health care field with a close working relationship with facility managers.
