About The Position

The Housing Project Manager at the Schenectady Municipal Housing Authority is responsible for the business management, operation, and maintenance of assigned housing projects. This role involves supervising tenant relations, implementing programs to meet tenant needs, and making decisions within established policy guidelines. The position requires adherence to federal and state regulations and is performed under the general direction of the Director of Operations.

Requirements

  • Bachelor's degree from a regionally accredited or New York State registered college or university and one year of experience in property management or fiscal management;
  • Associate's degree from a regionally accredited or New York State registered college and three years of experience in property management or fiscal management;
  • High school diploma or equivalency and five years of experience in property management or fiscal management;
  • An equivalent combination of training and experience.

Responsibilities

  • Execute all orders and resolutions of the Housing Authority relating to project management.
  • Review, interpret, and apply federal and state laws related to low rent housing property management.
  • Advise and make recommendations to the Housing Authority on policy matters affecting the housing project.
  • Oversee maintenance repairs and operational activities of the project and surrounding properties.
  • Ensure effective handling of maintenance work orders and monitor the preventive maintenance program.
  • Oversee security activities for the project.
  • Prepare various reports, including annual and special budget reports.
  • Conduct regular and special inspections of project units, including annual inspections.
  • Supervise tenant transfers between apartments or properties.
  • Interview tenants with delinquent rent payments or serious issues.
  • Handle complaints and requests from tenants, landlords, and staff.
  • Supervise employees, delegate responsibilities, and ensure task completion.
  • Interpret and carry out Housing Authority policies for tenants and interested parties.
  • Attend Manager's meetings and conduct project staff meetings to address project needs.
  • Advise the Executive Director on laws and regulations related to project management.
  • Develop and recommend policy changes to the Executive Director as appropriate.
  • Perform inventory of fixed assets.
  • Establish and maintain good resident relations and communication.
