About the position

The HSE and Facility Manager at Meggitt is responsible for overseeing the management and organization of facilities with a strong emphasis on environmental, health, and safety compliance. This role involves budgeting and tracking all capital expenditures, utilities, and facility maintenance, ensuring that all processes and procedures prioritize safety and compliance. The manager will be tasked with managing environmental, industrial, health, and safety regulation compliance across one or multiple facilities. This includes the development, planning, and implementation of policies related to environmental health and safety, as well as the creation of procedures for chemical safety, ergonomics, illness and injury prevention, and building safety. The manager will ensure compliance with federal, state, and local regulations and will handle all communications with relevant agencies regarding hazardous and radioactive waste disposal and monitoring waste handling practices. In addition to HSE management, the role encompasses facilities management, which includes the design, planning, construction, and maintenance of equipment, machinery, buildings, and other facilities. The manager will be responsible for planning, budgeting, and scheduling facility modifications, estimating costs for equipment, labor, and materials. They will also develop organizational policies relevant to the facilities department and oversee the coordination of building space allocation and layout. The manager may establish and oversee health and safety standards and will supervise the HSE/Facilities Coordinator to ensure efficient operations. Essential duties include ensuring compliance with HSE regulations, establishing management systems for continuous performance improvement, acting as a site representative to external organizations, and developing and monitoring HSE leading indicators. The manager will provide leadership for HSE goals and milestones, hold monthly Safety Champion Meetings, and ensure effective emergency response organization and training. Facilities responsibilities include responding to facility requests, developing capital forecasts, tracking utility budgets, and analyzing existing facilities for performance and space usage. The role requires strong communication skills, both written and verbal, and the ability to interface effectively with all levels of the organization and governmental agencies.

Responsibilities

  • Manage and organize facilities with a focus on budgeting and tracking capital expenditures, utilities, and maintenance.
  • Ensure compliance with environmental, health, and safety regulations for one or multiple facilities.
  • Develop, plan, and implement environmental, health, and safety policies and procedures.
  • Oversee hazardous and radioactive waste disposal and monitor waste handling practices.
  • Develop and oversee training programs for employees in compliance, hazardous material handling, and emergency response.
  • Act as the point of contact for emergency personnel and manage workers compensation program administration.
  • Select, develop, and evaluate personnel for efficient operation of the HSE and facilities functions.
  • Plan, budget, and schedule facility modifications, including estimates on equipment, labor, and materials.
  • Coordinate building space allocation and layout, communication services, and facilities expansion.
  • Respond to facility requests and coordinate with the HSE/Facilities Coordinator to resolve issues.
  • Develop and track short and long-term capital forecasts for facilities and equipment, providing monthly reports.
  • Analyze existing facilities for performance and space usage, providing leadership for necessary modifications.

Requirements

  • At least 8 years of direct experience in the Health Safety and Environmental (HSE) field.
  • Minimum of 5 years managing HSE and Facility programs.
  • Strong knowledge of federal and state HSE regulations affecting the plant site or its products.
  • Ability to set site vision, establish goals, and drive implementation throughout the organization.
  • Working knowledge of Toxic Substance Control Act (TSCA) regulations as they apply to chemical manufacturing.
  • Strong written and verbal communication skills, with the ability to communicate effectively at all organizational levels.
  • Basic PC knowledge, including proficiency in MS Word, MS Excel, MS Outlook, and MS PowerPoint.

Nice-to-haves

  • Previous experience interfacing with governmental agencies is strongly preferred.
