The Human Resources/Payroll Specialist at North Carolina Central University (NCCU) is responsible for ensuring accurate payroll processing for university employees. This role enhances customer service within the department and supports the university's strategic goals by managing payroll compliance, processing deductions, and maintaining payroll records. The specialist will work independently to implement payroll policies and procedures while providing support to both internal and external customers regarding payroll-related issues.

  • Set up all mandatory taxes and obtain direct deposit enrollment documentation for all employees receiving payroll disbursements.
  • Process the end month payroll cycle accurately and timely, preparing payroll information and reconciliation reports.
  • Research and respond to payroll-related issues for internal and external customers to ensure efficient assistance for employees and university operations partners.
  • Enforce the direct deposit mandate and maintain direct deposit enrollment forms accurately and timely.
  • Schedule and process adjustment payroll runs for reissuing ACH returns and coordinate Lost Check Affidavits with the Federal Trust and Accounting Office.
  • Manage the Dual Employment CP30 payment process, securing necessary approvals for timely payment transfers.
  • Serve as a backup for Biweekly and Garnishment Check Request processing during vacation periods and distribute month-end reports.
  • Train student workers in maintaining payroll documents to ensure compliance with document retention requirements.
  • Assist with confidential special projects and requests for information for internal and state auditors.
  • Bachelor's degree or an equivalent combination of training and experience.
  • Working knowledge of Banner Finance Systems or equivalent payroll systems.
  • Knowledge of web-based payroll and employee benefits accounting in a fiscal setting.
  • Proficiency in Microsoft Office applications, particularly Word and Excel.
  • Ability to learn and implement payroll policies and procedures accurately.
  • Strong analytical and organizational skills with excellent written and oral communication abilities.
  • Ability to work independently with minimal supervision and take initiative on projects.
  • Experience in a higher education payroll environment.
