About the position

The Human Resources Specialist (Workforce Planning Specialist) position at the Department of Justice focuses on developing policies and advising staff in human capital management. The role involves assisting with personnel actions, maintaining records, and providing expert guidance on performance work plans for Senior Executive Service (SES) employees. The specialist will also collect and analyze data related to workforce planning and resource allocation, ensuring alignment with agency goals.

Responsibilities

  • Assist the Workforce Planning Administrator (WPA) with developing policy and advising staff in human capital management.
  • Maintain records of personnel actions for the Bureau of Prisons' Senior Executive Service (SES).
  • Ensure vacant positions are advertised and compose written justifications for selections and performance awards.
  • Advise SES employees regarding personnel actions and government policies affecting them.
  • Provide guidance on the development of SES performance work plans that are results-oriented and measurable.
  • Collect and assemble position requests from Chief Executive Officers (CEOs) throughout the organization.
  • Ensure justifications for position requests are adequate and obtain input from the Administration Division regarding requests to the Resource Allocation Committee.
  • Consolidate historical data concerning position allocations for institutions and regions.
  • Develop agendas for Resource Allocation Committee meetings and maintain records of deliberations and decisions.

Requirements

  • U.S. Citizenship is required.
  • Education: GS-11 requires a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. GS-12 does not allow substitution of education for specialized experience.
  • Experience: At least one year of specialized experience equivalent to the next lower grade level in federal service, including experience in human resources practices, policy, and principles.
