About the position

The ICJ Juvenile Court Counselor plays a crucial role in the Juvenile Justice system by providing advanced professional and analytical support in the interpretation and facilitation of North Carolina law and the Interstate Compact for Juveniles. This position is responsible for coordinating the transfer of juvenile supervision cases, facilitating the return of runaways and absconders, and ensuring compliance with state mandates regarding juveniles traveling between states. The counselor works to reduce juvenile delinquency through effective intervention, education, and treatment, ultimately promoting youth accountability and public safety.

Responsibilities

  • Assist and work alongside other states in the transfer of supervision cases and the return of juveniles sought for extradition.
  • Interpret and enact state mandates concerning juveniles under court supervision who travel between states.
  • Coordinate the transfer of ICJ supervision cases and facilitate the return of runaways, absconders, and accused delinquents.
  • Provide travel permit notifications to districts and/or states.
  • Conduct juvenile record check requests for other states subject to the Compact.
  • Utilize NC JOIN and the UNITY system for case management and tracking.

Requirements

  • Master's degree from an accredited institution and one year of experience in counseling or working with the juvenile/family client population, or related human service case management experience; OR Bachelor's degree from an accredited institution and two years of experience in counseling or working with the juvenile/family client population, or related human service case management experience.
  • Demonstrated experience reviewing and evaluating case files, requesting additional information, and assigning cases to the proper district or state.
  • Knowledge of the UNITY application, ICJ Rules, and NC General Statutes pertaining to the Interstate Compact.
  • Demonstrated experience with training staff members in Court Services.

Nice-to-haves

  • Previous experience as a Juvenile Court Counselor supervising ICJ cases.
  • Knowledge of ICJ Rules and experience using the UNITY application.
