About the position

The Public Works Department strives to improve the quality of life in Phoenix through the efficient delivery of outstanding solid waste, fleet, facilities, and energy management services. The City of Phoenix Security and Access Control (SAC) Project seeks a qualified individual to fill the role of Information Technology Project Manager (ITPM), reporting to the Deputy Public Works Director of the Security Systems Management Division. In this role you will manage the SAC project for the Citywide replacement of Access Control System (ACS) and Intrusion Detection Systems (IDS). You will supervise all phases of the SAC project, including the design, programming, configuration, installation, and maintenance of the new security systems. This position works Monday through Friday although you may be required to work weekends, evenings, early morning hours and holidays in order to meet deadlines. Teleworking may be available up to two days per week upon approval after six months in the position.

Responsibilities

  • Maintain SAC project schedule for security system configuration, installation, and maintenance.
  • Track and manage all tasks needed for project success.
  • Facilitate daily standups, weekly vendor calls, executive sponsor, and any other reoccurring project meetings.
  • Revise and maintain project SharePoint site including project files/document repository.
  • Document all meeting minutes, risks, issues, and decisions for the project.
  • Collaborate with stakeholders including customers, manufacturers, vendors, and technical specialists to communicate project requirements and ensure smooth implementation.
  • Work with SAC project subject matter experts on quality checks, problem-solving, and vendor performance.
  • Provide weekly status reports on project progress.
  • Prepare written reports on proposed information technology security systems.
  • Direct security systems planning and budgeting, and acquisition and acceptance of new equipment for the department.
  • Monitor time and dollar expenditures to ensure projects and budgets meet established targets.
  • Develop analysis and programming guidelines and documentation standards.
  • Evaluate and make recommendations for needed training.
  • Reconcile conflicts between staff regarding resources, deadlines, and standards.
  • Prepare long- and short-term strategic plans concerning information technology for the division and/or department.
  • Write periodic progress, project status and problems resolution reports regarding information technology for management review.

Requirements

  • Three years of responsible experience in applications analysis project involving multiple computer subsystems.
  • Including project leader responsibility.
  • Bachelor's degree in computer science, computer information systems or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Nice-to-haves

  • Five years of supervisory experience.
  • Five years of experience in IT program or project management.
  • Five years of experience with vendor management.
  • Five years of experience with software implementation/upgrade.
  • Two years of experience working in or for public sector organizations.
  • Experience managing large projects.
  • Experience using Power BI and/or PWA (Microsoft Project Server, Online) Administrator.
  • Experience in the physical security industry with either Access Control, Intrusion Detection or Surveillance systems.
  • Current Certified PMI, PMP and/or ACP.
