About the position

The Interim Council Chief of Staff for the City of Richmond is a senior leadership role responsible for managing and coordinating the activities and priorities of the City Council. This position serves as a primary advisor to council members, ensuring efficient operations, strategic alignment, and successful implementation of council initiatives. The Chief of Staff will oversee council staff, manage communication, and act as a liaison between the council, government agencies, and the public, requiring strong leadership and excellent communication skills.

Responsibilities

  • Collaborate with council members to develop, implement, and monitor strategic priorities and policies.
  • Drive key initiatives and projects in alignment with the council's goals and ensure timely progress.
  • Provide strategic counsel to council members on policy matters, legislative initiatives, and emerging issues.
  • Act as a representative of the council at various public forums, meetings, and events as needed.
  • Lead, manage, and mentor council staff, fostering a collaborative and productive team environment.
  • Oversee the hiring, training, and performance management of council staff to ensure high-quality support for council operations.
  • Allocate and manage staff resources to ensure effective support across council initiatives and departments.
  • Direct and conduct policy research and analysis to inform council decisions and legislative actions.
  • Prepare briefing materials, reports, and policy recommendations for council members.
  • Coordinate with external policy experts, stakeholders, and agencies to gather information and insights.
  • Oversee day-to-day council operations, including budgeting, resource allocation, and administrative functions.
  • Ensure the council's compliance with all legal, ethical, and procedural standards.
  • Implement processes to improve operational efficiency and effectiveness across the council's functions.
  • Serve as the primary point of contact between the council, government agencies, community groups, and the public.
  • Manage internal and external communications, including press releases, social media, and public statements, to promote transparency and engagement.
  • Build and maintain relationships with key stakeholders, fostering collaboration and mutual understanding.

Requirements

  • Bachelor's Degree in business administration, public administration, finance or a related field.
  • Ten years of progressively responsible related experience that includes significant management experience.
  • Extensive experience in providing leadership, strategic planning, human resources, budgeting, problem solving, policy development and other related support functions.
  • A Master's Degree is preferred.

Nice-to-haves

  • Knowledge of applicable federal, state, and local codes, ordinances, and laws pertaining to the functions and roles of City Council and its appointees.
  • Experience with financial management and related electronic databases and software applications.
