About the position

The Assistant Finance Director plays a crucial role in the financial management of the City of Martinsville, operating under the general supervision of the Finance Director. This position involves a range of professional, supervisory, and administrative tasks that are essential for planning, organizing, directing, and managing the financial and auditing functions of the city. The Assistant Finance Director is responsible for overseeing financial systems and accounting, payroll, and purchasing activities. This role requires a proactive approach in assisting with the preparation of the annual budget and conducting ongoing reviews of revenue and expenditure estimates. The Assistant Finance Director will also provide critical advice to the Finance Director and the City Manager regarding financial operations, investments, cash flow, and related matters through comprehensive financial reports, analyses, and presentations. In addition to these responsibilities, the Assistant Finance Director will assist in maintaining a central fiscal control system that aligns with established municipal management and accounting principles. This includes auditing and reviewing disbursement documentation from various city departments, monitoring budget revenues and expenditures, and communicating any concerns to the Finance Director. The position also involves developing budget projections, analyzing the city’s financial position, and preparing both the annual operating and capital budgets for the Finance Director's review. Furthermore, the Assistant Finance Director will confer with independent auditors during the review of the city's financial records and assist with the permanent closure of prior fiscal year books after the annual audit is completed. This role is vital for ensuring adherence to budgetary, fiscal, and program policies, and for evaluating the effectiveness of financial results.

Responsibilities

  • Assist in the maintenance of a central fiscal control system for the City.
  • Audit and review disbursement documentation of city departments.
  • Monitor budget revenues and expenditures and communicate concerns to the Finance Director.
  • Provide timely and informative financial reports, analysis, and statements on all aspects of financial operations to the Finance Director.
  • Assist in developing budget projections and preparing the annual operating and capital budgets with the Finance Director's review.
  • Confer with independent auditors during the review of the City's financial records.
  • Assist with the permanent closure of prior fiscal year books after the annual audit.

Requirements

  • Graduation from an accredited college or university with a degree in accounting, public administration, or a related field.
  • Valid CPA license in the Commonwealth of Virginia and/or CPFO certification is desirable.
  • Minimum of five years of responsible municipal finance experience.
  • Comprehensive knowledge of accounting and budgeting principles and practices as applied to municipal government.
  • Thorough knowledge of the principles, general laws, and administrative policies governing municipal financial practices and procedures.
  • Ability to develop policies and procedures and conduct long-range financial and capital projects planning.
  • Ability to prepare complex financial reports and express ideas clearly, both verbally and in writing.
  • Ability to plan and direct the work of subordinate employees.
