About the position

WANTED: A mission-driven professional with 20 years of experience and an active Secret clearance to become our next Senior Program Manager (PM3) Knowledge Base Systems (KBS) at the Government's facility in West Bethesda, MD (NSWCCD). As KBS Senior Program Manager (PM3), you will provide critical support in protecting our country. You will work with a team of driven, supportive, and highly skilled professionals supporting KBS and the NSWCCD Program office. A week in the life of a Senior Program Manager (PM3) involves providing Senior Level PM leadership in the acquisition of engineering and technical Knowledge Based Services (KBS) in support of NSWCCD Code 80, other NSWCCD Codes, and NSWCCD sponsors. Your mission will include research, design and development, test and evaluation, and ongoing operational assessment of model-scale and full-scale surface ships, submarines, small craft, and specialized platforms including sea-based aviation and off-board systems such as amphibious vehicles, autonomous and unmanned vehicles, off-board vehicles, stationary or submersible rigs, tethered systems, and towed or moored sensor systems. You will also provide PM support to the Naval Surface Warfare Center Carderock Division's (NSWCCD) Naval Architecture and Engineering Department (Code 80) in all areas of the PWS including research, engineering, and naval architecture on surface ships, submarines, small craft, and specialized platforms. Your responsibilities will include leading programmatic and project duties in various areas such as Project Management, Electronic Document Library (eDL), Meetings and In-Progress Reviews (IPR), and Programmatic Support. You will lead task areas including Research and Development (R&D) Support, Hydrodynamics and Aerodynamics Engineering Support, Design and Development, Systems Engineering Support, Support of On-Site Test and Fabrication Facilities, Modeling and Simulation (M&S) Support, Design Documentation and Technical Data Support, T&E Support, CDRL Deliverables, and Government Furnished Property (GFP) and GFI.

Responsibilities

  • Provide Senior Level PM leadership in acquisition of engineering and technical Knowledge Based Services (KBS) in support of NSWCCD Code 80 and other NSWCCD Codes.
  • Provide PM support to Naval Surface Warfare Center Carderock Division's (NSWCCD) Naval Architecture and Engineering Department (Code 80).
  • Lead Programmatic / Project duties in Project Management, Electronic Document Library (eDL), Meetings and In-Progress Reviews (IPR), and Programmatic Support.
  • Lead task areas including Research and Development (R&D) Support, Hydrodynamics and Aerodynamics Engineering Support, Design and Development, Systems Engineering Support, and Support of On-Site Test and Fabrication Facilities.
  • Provide ongoing operational assessment of model-scale and full-scale surface ships, submarines, small craft, and specialized platforms.
  • Travel to other work sites including Washington, DC, The Large Cavitation Channel in Millington, TN, and Naval and Private Shipyards and Ports.

Requirements

  • A Bachelor's degree in a technical field from an accredited institution in a Science, Technology, Engineering, or Mathematics (STEM) discipline.
  • Active Secret Security Clearance.
  • U.S. Citizenship required.
  • Approximately twenty (20) years of verifiable program or project management experience in Navy engineering programs for the Navy, Marine Corps, Coast Guard, or Military Sealift Command.

Nice-to-haves

  • Experience reporting to technical and non-technical audiences up to the field grade officer (O-6) or civilian senior level (GS-15).
