About the position

The Legal Assistant 2 position at the Office of Cannabis Management involves providing essential support to the Office of Administrative Hearings (OAH) under the supervision of a Hearing Examiner. The incumbent will engage in a variety of paralegal activities, working closely with investigators, attorneys from the Office of General Counsel (OGC), respondents, court reporters, and other administrative staff. This role is critical in managing complex cases, many of which may not have established precedents, requiring a high level of legal knowledge and procedural understanding. Key responsibilities include scheduling hearings, maintaining databases and case tracking systems, and compiling and organizing hearing files and records. The Legal Assistant will also prepare and assist in the preparation of legal documents, conduct complex legal research, and prepare subpoenas and correspondence. The position demands a proactive approach to assist in the administration of hearings, ensuring that all relevant case materials are prepared and organized effectively. In addition to these duties, the Legal Assistant 2 will be responsible for reviewing the work of Legal Assistant 1s to ensure completeness, accuracy, and timeliness. The role also involves direct participation in hearings alongside Administrative Law Judges (ALJs), assisting in presenting cases and drafting necessary legal documents such as motions, affidavits, and discovery demands. The incumbent will also be tasked with maintaining case files, monitoring deadlines, and preparing final documents for file closing, all while handling confidential legal matters as assigned by the ALJs.

Responsibilities

  • Prepare correspondence and all relevant case materials for hearings.
  • Assist in the administration of hearings by completing a variety of activities.
  • Review similar work conducted by Legal Assistant 1s for completeness, accuracy, and timeliness.
  • Appear with Administrative Law Judge (ALJ) at hearings to assist in presenting cases.
  • Draft responses, motions, answers, affidavits, or discovery demands.
  • Organize case files and maintain exhibits for hearings.
  • Organize, draft, and prepare motions for court proceedings.
  • Prepare subpoenas and arrange for service.
  • Arrange for the filing of legal memorandum and other legal papers.
  • Assist with resources and supportive material for ALJs during hearings.
  • Conduct research into complex legal matters and present findings.
  • Prepare and maintain case files and calendars, recording and monitoring the status of dockets, deadlines, and final decisions.
  • Prepare final documents for file closing.
  • Assist the ALJs in connection with confidential legal matters.
  • Perform other duties as assigned by the ALJs.

Requirements

  • Three years of full-time experience as a Paralegal/Legal Assistant OR an associate degree (or higher) in a paralegal/legal assistant/legal studies program or a certificate in a paralegal/legal assistant program from a regionally accredited college or university or one approved by the American Bar Association (ABA).
  • Knowledge of legal procedures and the ability to apply this knowledge in assisting lawyers, clients, and courts.
  • Experience in preparing and interpreting legal documents and forms.
  • Ability to conduct complex legal research and analyze legal materials.

Nice-to-haves

  • Graduation from an accredited (ABA approved) law school with a degree required for NYS Bar will be accepted as meeting the educational requirements for this title AND two years of experience as a Paralegal/Legal Assistant.
  • Experience in administrative support within a legal environment.
