About the position

The Manager of Financial Planning, Budgeting and Analysis at the Tucson Airport Authority (TAA) plays a crucial role in overseeing the financial operations of the organization. This position is responsible for managing and coordinating the annual budget process, developing and preparing regular forecasting reports, and continuously monitoring statistical reporting and operating results for TAA, which includes Tucson International Airport (TUS) and Ryan Airfield (RYN). The manager will coordinate and monitor investment policy and management activities, oversee banking activities, and manage relationships and accounts. This role requires providing supervision and development opportunities to direct reports while keeping the Director of Finance informed of significant issues or challenges. In this position, the manager will support and advocate for TAA's Mission, Vision, and Guiding Principles, acting as a champion and role model of TAA's Cultural Fundamentals. Responsibilities include coordinating the preparation of operating and Capital Improvement Program budgets for all TAA departments, preparing budget schedules, and revising the budget manual, forms, and presentation formats. The manager will also train, consult, and advise TAA departments regarding policies and procedures for budget preparation and monthly monitoring, responding to management and departmental inquiries regarding financial performance and information system data. The role involves forecasting and preparing landing fee calculations, consolidating department operating and capital improvement budgets, and preparing TAA budget documents and presentations. The manager will assist in developing methods and procedures for budget and fiscal planning, analysis, and control, while also consolidating revenue and expenditure projections for departments, analyzing trends, identifying problems, and recommending solutions. Additionally, the manager will assist with the development and maintenance of cash flow projections and ensure compliance with Airline Use Agreements. This position also requires overseeing the recording, analysis, and reporting of statistical data, including the preparation of the TAA Monthly Aviation Activity Report, and managing all banking and merchant service relationships and accounts.

Requirements

  • Bachelor's degree in accounting, finance, or a closely related field.
  • Four years of professional level accounting, financial analysis, budgeting, financial auditing, or fiscal administration experience within an ERP environment.
  • CPA or Master's degree strongly preferred.
  • At least two years of supervisory experience preferred.
  • Advanced MS Excel skills required; MS Access experience preferred.

  • Knowledge of mathematics, research design, and statistical analysis as they apply to budgetary control and financial management.
