About The Position

The Manager of Rail Transportation is responsible for overseeing the daily operations of the HRT Light Rail system, ensuring high-quality, safe, efficient, and environmentally friendly service. This role involves directing the efforts of Light Rail Operations' Supervisors and Operators, coordinating with maintenance managers, and fostering a positive work environment. The manager will also oversee training programs, manage resources, and ensure compliance with safety and operational standards.

Requirements

  • Associates Degree in Transportation Management, Engineering, or a related field (experience may be considered in lieu of education).
  • A minimum of 5 years of progressively responsible management experience in the operation of a Light Rail System, preferably in a unionized environment.
  • Must have a CDL Class B license and/or CDL permit, with the ability to acquire a valid Virginia CDL Class B license with air brake and passenger endorsements within 60 days of employment.
  • Proficiency in Microsoft Office Suite and other relevant software applications.

  • Experience in developing safety plans and procedures.
  • Knowledge of Operating, Maintenance, and Safety Rules and Regulations pertaining to Light Rail.

Responsibilities

  • Provide effective day-to-day leadership for the Rail Transportation department.
  • Plan, develop, implement, and oversee all light rail standard operating procedures and emergency operating procedures.
  • Oversee all light rail Operations training and certification programs.
  • Participate in the development of strategies, goals, objectives, and performance indicators to enhance performance.
  • Establish a Rail Operations Control Center to respond to routine and emergency situations.
  • Ensure quality and safety are integrated into all responsibilities.
  • Manage track access program and participate in Railway Worker Protection certification program development.
  • Participate in the development of operating and capital budgets.
  • Develop safety plans, programs, and procedures.
  • Administer labor agreements and resolve grievances.
  • Project staffing needs and manage resources for service delivery.
  • Maintain a positive work environment that encourages respect and effective communication.
  • Supervise the employee selection and hiring process for transportation supervisors.
  • Conduct performance evaluations and take corrective action as required.
  • Be on call 24 hours a day for urgent or emergency management situations.
  • Investigate accidents/incidents to identify trends and training needs.
  • Manage records in compliance with HRT's Records Management Policy and Procedures.
  • Support the development and implementation of the EMS Program within HRT.
