About The Position

The MRGESCP Program Manager at the University of New Mexico will oversee the Middle Rio Grande Endangered Species Collaborative Program (MRGESCP), a multi-party initiative involving various governmental and non-governmental organizations. The role focuses on managing programmatic, administrative, and scientific support to facilitate collaboration among partners in addressing the needs of endangered species and their habitats in the Middle Rio Grande region. The Program Manager will lead a support team to implement activities and initiatives as directed by the MRGESCP Executive Committee.

Requirements

  • High school diploma or GED; at least 6 years of experience, including 2 years of management level experience.
  • Bachelor's degree in public policy, conflict resolution, biology, ecology, or a related field is preferred.
  • Demonstrated ability to work with a variety of stakeholders with different technical/scientific backgrounds.
  • Exemplary organizational and planning skills, with the ability to track multiple timelines and deliverables.
  • Knowledge of project management principles, practices, techniques, and tools.
  • Advanced analytical, evaluative, and critical thinking skills.
  • Excellent written, oral, and electronic communication skills.
  • Ability to lead and train assigned staff.

Nice To Haves

  • Multi-party mediation and negotiation experience, including consensus-based decision-making.
  • Experience managing federal contracts.
  • Experience working with Tribal governments, particularly in New Mexico.
  • Experience leading groups through strategic planning processes.

Responsibilities

  • Provides administrative and programmatic support to the MRGESCP.
  • Assigns tasks to UNM-ARID PST members and student employees.
  • Identifies and anticipates future UNM-ARID PST needs, and works with the Student Liaison to find appropriate student employees.
  • Supervises student employees, volunteers and/or interns.
  • Serves as the main UNM-ARID PST point of contact for the MRGESCP EC.
  • Communicates updates on MRGESCP activities to the U.S. Bureau of Reclamation contracting officer and representative.
  • Assists the UNM-ARID Sr Program Manager with tracking the contract budget and deliverables, ensuring work is done on time and within budget.
  • Sets the MRGESCP annual work plan in coordination with the EC Co-chairs.
  • Ensures that MRGESCP activities align with the EC-approved Long-Term Plan for Science & Adaptive Management.
  • Ensures compliance with the MRGESCP administrative Biennial Schedule.
  • Works with the UNM-ARID PST Science Coordinator to set agendas for MRGESCP Committee meetings and ensure meeting outcomes align with the annual work plan.
  • Coordinates activities of PST staff, students, consultants, faculty, and/or volunteers engaged in MRGESCP activities.
  • Represents the MRGESCP and UNM-ARID at public outreach events and external meetings.
  • Writes, edits, and coordinates development of MRGESCP documents and deliverables.
  • May perform specialized activities of a programmatic nature in support of MRGESCP objectives.
  • Demonstrates outstanding interpersonal and community relations skills.
  • Examines and reorganizes operations and procedures, formulating policy, and developing new strategies.
