About the position

ICF is a mission-driven company dedicated to improving the lives of others and making the world a better place. We are currently seeking an experienced Senior Instructional Designer to join our team. This role is focused on providing federal grants financial management training and technical assistance (TTA) to U.S. Department of Justice, Office of Justice Programs (OJP) grantees. The successful candidate will play a crucial role in building financial management capacity and infrastructure to enhance the management of federal awards that support victim services, criminal justice, juvenile justice, and justice research programs. In this position, you will be responsible for developing creative and engaging virtual and in-person training resources. You will work both independently and collaboratively as part of a larger learning and development team, closely engaging with subject matter experts in the fields of justice, victim services, and grants/financial management. This is an on-call, part-time position that will be based on project needs, and we are open to supporting 100% remote work anywhere within the United States. Applicants should be prepared for potential travel as required by project demands. The role requires obtaining a Public Trust Clearance prior to the start date, ensuring that all candidates meet the necessary security requirements to work with federal grants and programs. As a Senior Instructional Designer, you will be instrumental in identifying learning and content development needs, writing and designing instructionally sound learning content, and creating impactful instructional media materials. Your expertise will help ensure that our training programs are effective, accessible, and tailored to meet the diverse needs of our audience.

Responsibilities

  • Identify learning and content development needs based on needs assessments, research, and input from stakeholders and clients.
  • Write, develop, and design instructionally sound, dynamic, accessible learning content focused on grants/financial management topics for criminal justice, juvenile justice, and victim services professionals in collaboration with SMEs.
  • Develop learning objectives, assessments, course outlines, learning activities, case studies, job aids, and reference materials for training delivery.
  • Create learning content in a Content Management System by using storyboards, scripts, and course video content using software such as Storyline.
  • Develop instructional media materials including slides, graphics, and audio to support instruction.
  • Collaborate with subject matter experts to develop content and ensure content accuracy and relevance in these key areas, including integrating edits and feedback from subject matter experts and other stakeholders.
  • Use a variety of content creation and design tools to produce impactful and engaging learning in multiple modalities, including PowerPoint presentations, PDFs, e-learning courses, and live webinars.
  • Adapt content to cater to diverse learning styles and needs.
  • Participate in the development and review of products for adherence to style and storyboard guidelines, writing standards, course/task flow, and designing for standards such as SCORM conformance and Section 508 compliance.

Requirements

  • Experience in instructional design and development, particularly in the context of federal grants and financial management training.
  • Strong understanding of adult learning principles and instructional design methodologies.
  • Proficiency in using content creation tools such as Articulate Storyline, Adobe Captivate, or similar software.
  • Ability to create engaging and accessible learning content for diverse audiences.
  • Experience collaborating with subject matter experts to develop accurate and relevant training materials.
  • Strong written and verbal communication skills, with the ability to convey complex information clearly and effectively.

Nice-to-haves

  • Experience with federal grants management and financial compliance training.
  • Familiarity with SCORM and Section 508 compliance standards.
  • Knowledge of the criminal justice and victim services sectors.
