About the position

The Placement Specialist for the Refugee Foster Care program at Catholic Charities of Santa Clara County is responsible for coordinating the placement of unaccompanied refugee minors in foster care and other supportive living arrangements. This role involves making placement recommendations, conducting clinical assessments, and maintaining communication with resource parents and external partners. The specialist will also facilitate meetings, manage documentation, and support the overall placement strategy to ensure the needs of youth are met in a culturally and linguistically appropriate manner.

Responsibilities

  • Provide clinical assessments of placement referrals and changes based on program capacity and youth needs.
  • Serve as the primary contact for resource parents and external partners regarding referrals and placement changes.
  • Monitor and update internal placement capacity in collaboration with the Foster Family Agency Administrator.
  • Lead weekly Placement Meetings to review youth placement needs and track progress of home studies.
  • Participate in the Placement Consultation team to screen and train prospective resource families.
  • Coordinate all new client arrivals, ensuring smooth transitions into the program.
  • Maintain communication and timely reporting to referring agencies and partners.
  • Document resource parent contact in the Agency database and physical charts to meet compliance standards.
  • Develop and execute a retention strategy for jeopardized placements in consultation with management.
  • Process respite requests and collaborate with social workers to implement plans.
  • Facilitate placement changes and document all relevant parties involved.
  • Manage overall placement options and conduct housing searches for youth in foster care.
  • Facilitate Team Decision Making meetings for placement stabilization interventions.
  • Assist in tracking and reporting placement disruptions and participate in related task forces.
  • Provide clinical support to resource parents as needed.

Requirements

  • Bachelor's Degree in Social Services, Human Services, or related field; Master's Degree preferred.
  • Minimum of one year in a social services setting providing direct client work within a trauma-informed framework, or two years in a child welfare or foster care agency.
  • Strong interpersonal communication skills in English, both verbal and written.
  • Excellent analytical and critical thinking skills.
  • Cross-cultural experience and ability to work with diverse populations.
  • Proficient in MS Office and Google Suite.

Nice-to-haves

  • 2+ years experience in a child welfare or foster care agency.
  • Experience in recruiting and retaining resource families.
  • Experience working with immigrants/refugees/asylees, and/or youth and family services.
  • Multi-lingual in languages commonly spoken by refugees and immigrants.
