About the position

We are seeking a senior Project Manager to oversee and deliver complex IT projects that involve multiple teams and work streams, all coordinated to meet an aggressive delivery schedule. Reporting to the program manager, the project manager will be accountable for the successful outcome of the assigned projects. This role requires leading the team through all phases of project management, including PreSelect, Initiation, Planning, Execution and Control, and Closeout. The selected candidate will serve as a hands-on technical project manager, working closely with development staff and business groups to ensure project objectives are met. In this position, the project manager will coordinate and communicate effectively with both management and staff to align work tasks and resources. Clear communication of timelines and expectations to both technical and business staff is essential. The project manager will also collaborate with vendors, consultants, and contractors throughout the project lifecycle, which includes contract management and liaising with procurement offices. Adherence to organizational project management practices and governance requirements is crucial, as is coordination with Project Management Offices. The project manager will maintain oversight of project budgets, plans, tasks, schedules, risks, and status updates, disseminating information to team members and customers as outlined in the communications plan. Documentation of requirements and use cases is a key responsibility, along with facilitating design workshops for assigned projects. The project manager will define test objectives, design test plans, and create test cases for the projects. Management of project milestones and deliverables is critical to ensure on-time and on-budget delivery. The project manager will also define, measure, and communicate progress using relevant metrics and support system and application training efforts.

Responsibilities

  • Serve as a hands-on technical project manager with development staff and business groups.

  • Collaborate with vendors, consultants, and contractors in the execution of projects including contract management and working with the procurement office(s).
  • Adhere to organization project management practices and governance requirements; coordinate with Project Management Offices.
  • Maintain project budget, plans, tasks, schedules, risks, and status and disseminate information to team members and customers as defined in the communications plan.
  • Ensure documentation of requirements and use cases, facilitate design workshops for assigned projects.
  • Ensure definition of test objectives, designed test plans and test cases for assigned projects.
  • Provide the management of project milestones and deliverables for on-time and on-budget delivery.
  • Define, measure, and clearly communicate progress with metrics.
  • Support system and application training efforts.

Requirements

  • Minimum of 15 years experience managing large projects.
  • Active Project Management Professional (PMP) or VITA certified Project Management certification.
  • Bachelor Degree required.
  • Ability to interact effectively with customers and project team members.
  • Ability to analyze and translate requirements into system specifications.
  • Knowledge of project management tools, methods and practices.
  • Ability to analyze, design, develop, troubleshoot and implement technology solutions.
  • Experience in Microsoft Project software.
  • Experience in the Microsoft Office Suite (Word, Excel, PowerPoint) and Microsoft SharePoint.
  • Knowledge of data modeling, interface management applications and tools.
  • Comprehensive knowledge of project management methodologies.
  • Ability to communicate effectively orally and in writing.
  • Experience in both Agile and Waterfall project management.
  • Ability to program and create custom reports using IT application standard tools.
  • A combination of training, experience, or education in Computer Science, Information Systems, Engineering, Business Administration or related field desired.
  • Progressively responsible experience with system analysis, design, development, testing and troubleshooting.
  • This position requires a fingerprint-based background check.
