About the position

The Portfolio Management Director will play a pivotal role in managing strategic project portfolios and leading high-visibility, agency-wide strategic projects. This position is critical for ensuring the successful planning, execution, and delivery of projects, particularly within the context of a $200 Million Cloud Project Management Office (CPMO) at a federal government customer in Washington, DC. The director will be responsible for significant client interaction, which includes understanding the client's business needs, becoming a trusted advisor, and identifying growth opportunities. This role requires a strong focus on leadership, strategic direction, and the ability to manage a diverse team effectively. In this capacity, the director will lead and mentor a team of over 200 professionals, including project managers, business analysts, security engineers, IT application developers, and systems engineers. The successful candidate will oversee the implementation of comprehensive enterprise cloud ecosystems that deliver a wide range of business solutions through multiple leading commercial cloud vendors. The director will interface with government program leads, contracting officers, and executive leadership, ensuring that cloud initiatives align with the Department's broader IT and business goals. The role also involves ensuring that team members are engaged and deliver high-quality work on time. The director will oversee the integration and coordination of all activities related to report creation and executive presentations, maintaining high standards of quality and delivery. Additionally, the director will manage all aspects of the program's financials, working closely with the operations team, and will lead monthly project health reviews to present the latest program status. Identifying and mitigating risks associated with cloud initiatives while ensuring compliance with security and governance standards, including FedRAMP, is also a key responsibility. The director will actively work to expand the project portfolio within the agency, making this a dynamic and impactful leadership position.

Responsibilities

  • Lead and mentor a diverse team of over 200 project managers, business analysts, security engineers, IT application developers, and systems engineers.
  • Oversee the implementation of comprehensive enterprise cloud ecosystems that deliver a wide range of business solutions through multiple leading commercial cloud vendors.
  • Interface with the government's Program leads, CO, and COR, and executive leadership including DCIO.
  • Provide strategic direction and oversight for the CPMO, aligning cloud initiatives with the Department's broader IT and business goals.
  • Ensure team members are engaged, supportive, and deliver high-quality work on time.
  • Oversee the integration and coordination of all activities related to report creation and executive presentations, ensuring high standards of quality and delivery.
  • Oversee all aspects of the Program financials by working directly with our Operations team.
  • Lead and present the latest status of the Program at internal monthly project health reviews.
  • Identify and mitigate risks associated with cloud initiatives, ensuring compliance with security and governance standards, including FedRAMP.
  • Actively work to expand the project portfolio within the Agency.

Requirements

  • Minimum 10 years of experience in a management position and managing various types of government contracts at the Department of State.
  • Minimum 15 years of consulting experience.
  • Proven ability to lead teams of 200+ people on large, complex IT programs within a government agency.
  • Experience managing federal contracts of $200 Million.
  • Proven track record leading teams of 200+ staff and subcontractors on strategic projects leveraging project management tools to manage and drive successful completion.
  • Experience developing client relationships and interfacing with all levels of management, including up to the DCIO.
  • Ability to manage cost, schedule, and service performance to achieve defined SLAs.
  • Experience using multiple Agile methodologies.
  • Experience in the delivery of technical cloud projects, including ServiceNow, Azure, AWS, and Google Cloud.
  • Experience in the management of IT service delivery, including managing SLAs.
  • Possess strong communication skills verbally and in writing.
  • Strong logical and analytical problem-solving skills.
  • Ability to travel to client site in Washington, DC.
  • Experience managing subcontractors and teaming partners.
  • Experience with financial management, budget oversight, and risk mitigation in IT projects.
  • Experience in cloud service management and strategic IT leadership.
  • Strong knowledge of evolving Cloud Service Provider (CSP) capabilities and best practices.
  • Experience with ServiceNow.
