About the position

As the Manager, Process Safety Management & Risk Management Planning, you'll be at the forefront of our innovation by providing strategic and tactical oversight in the development and implementation of facility process safety management and risk management programs and initiatives. The Process Safety Management & Risk Management Manager has Process Safety Management (PSM) and Risk Management Program (RMP) oversight for the Lubrizol Deer Park and Bayport facilities. The position will understand operations within each unit at these facilities with a focus on Process Safety Management and Risk Management Planning. The position leads a team of four (4) Process Safety Engineers and drive activities for identifying, evaluating, and mitigating risks associated with chemical processes to ensure safe and compliant operations. This role involves the development and implementation of process safety protocols, risk assessments, and management systems to prevent process safety incidents and ensures overall PSM and RMP compliance at the sites.

Responsibilities

  • Manage the overall process safety programs at the Lubrizol's Deer Park and Bayport sites, ensuring compliance with OSHA Process Safety Management and EPA Risk Management Plan regulations.
  • Assist Site Leadership Team in identifying and addressing process safety hazards.
  • Manage three (3) Process Safety Engineers at the Deer Park facility and one (1) Process Safety Engineer at the Bayport facility.
  • Assign areas/units of responsibility and activities (siting, area classification, procedure updates) to balance workload amongst the Process Safety Management Team.
  • Primary responsibility for the integrity and governance of Process Hazard Analysis (PHA), Management of Change (MOC) and Pre-Startup Safety Review (PSSR) process safety elements.
  • Assign facilitators for the required Process Hazard Analyses (PHAs), Layer of Protection Analyses (LOPAs), Dust Hazard Analyses (DHAs), Facility Siting Analyses, and non-PSM hazard assessments.
  • Review proposed Management of Change requests and ensure Process Hazard Analyses are completed for those changes that represent significant hazards.
  • Facilitate implementation of Corporate Process Safety Standards requirements at the sites.
  • Manage the Corporate Risk Register. Ensure leadership signoffs are in place.
  • Serve as primary contact for Corporate Process Safety at the Deer Park and Bayport sites.
  • Serve as primary contact and host for OSHA PSM and EPA RMP regulatory auditors.
  • Participate in the Lubrizol Global Process Safety Team and the Lubrizol Americas Process Safety Team.
  • Work with corporate Process Safety Management and corporate Risk Management staff and other company process safety professionals to create new and revise existing corporate standards and guidelines related to Process Safety Management.
  • Host triennial corporate Process Safety Audit of Deer Park and Bayport sites assign and following up on audit findings and corrective action plans from the audits.
  • Lead/Participate in process safety management audits of other Lubrizol sites, as needed.
  • Participate in or assign process safety staff to incident investigations and corporate review boards for incidents.
  • Work with local and corporate stakeholders to ensure proper classification of Process Safety Events (PSEs).
  • Ensure prompt reporting of process safety incidents to regulatory agencies (Occupational Safety & Health Administration, Environmental Protection Agency, Chemical Safety Board) and corporate HSES following significant process safety incidents.
  • Manage HSES action item database for the Deer Park and Bayport sites.
  • Maintain and update plant process safety metrics such as Process Safety Tier incidents, open and aged MOCs and action items.
  • Participate in HSES Staff and Engineering Standards Steering Team meetings.
  • Lead/participate in technical committees such as the Fired Equipment & Venting Committee, Chlorine Standards Committee, Piping & Instrument Diagram, or others.
  • Ensure process safety participation on within these teams as appropriate.
  • Lead site efforts towards Siting Studies, Area Classification, and other process safety related initiatives.
  • Oversee EPA Risk Management Program (RMP) filing for changes and resubmission.
  • Develop EPA Risk Management Plan scenarios for submission.
  • Submit annual Chemical Weapons Commission (CWC) report (in February), annual anticipated activities report (in September) and annual CWC Corporate Questionnaire (in December) annually.
  • Maintain and update the site Process Safety Manual and PSM procedures therein.
  • Provide ongoing Process Safety Management training to staff on critical procedures (MOC, PSSR, PHA) as well as training on changes as they are implemented.
  • Train or provide trainers monthly on Process Safety for New Employee Orientation and for quarterly site HSES meetings.
  • Represent Lubrizol at local American Chemical Council Regional and Texas Chemical Council Process Safety Committees, Center for Chemical Process Safety Technical Steering Committee meetings, and Mary K. O'Connor Process Safety Center Steering Committee meeting.

Requirements

  • Bachelor's Degree in Chemical Engineering, Mechanical Engineering, or related discipline.
  • 15+ years' experience at a refining or chemical manufacturing site.
  • 10+ years' experience in Process Safety Management and Risk Management Planning at a refining or chemical manufacturing site.
  • Superb Ability to lead cross-functional teams and impact and influence others up, down, and across the organization.
  • Strong knowledge of process safety management, hazard analysis, risk assessment, and risk management techniques.
  • Expertise in process safety regulations and standards.
  • Excellent problem-solving, analytical, and communication skills.
  • Proficiency leading process hazard analyses (PHAs) and developing site Process Safety Management element programs.
  • Expertise with OSHA PSM and EPA RMP regulations.
  • Familiarity with Microsoft Office Tools (Excel, Word, PowerPoint).
  • Ability to work with other departments to accomplish site goals (Operations, Engineering, Environmental, Maintenance).
  • Proactive attitude, with sufficient drive to create a culture change at the site.

Nice-to-haves

  • Familiarity with PHA Works, PHA Pro, PHAST Dispersion Modeling, or similar software packages is considered a plus.
