About the position

The Maryland Insurance Administration (MIA) is seeking a Procurement Officer I to assist in the procurement contract preparation, processing, and development of various needs including equipment, services, construction, supplies, and information technology. This position is crucial in ensuring that all procurement activities comply with state laws and regulations, particularly those outlined in COMAR Title 21. The Procurement Officer I will be responsible for overseeing the entire procurement process from the initial stages of contract development to the awarding and execution of contracts. In this role, the incumbent will review and analyze purchase requisitions, advising MIA departments on the most appropriate procurement methods, which may include negotiated awards, competitive sealed bidding, and sole source procurements. The position also involves conducting bid openings for competitive procurements and debriefing unsuccessful offers. The Procurement Officer I will utilize the Advanced Purchasing and Inventory System (ADPICS) as part of the Financial Management Information Systems (FMIS) to facilitate procurement processes. Additionally, the officer will serve as the Agency's Minority Business Enterprise (MBE) Liaison Officer, managing MBE/SBR/VSB reporting requirements and engaging in outreach activities to promote minority business participation in procurement processes.

Responsibilities

  • Assist in procurement contract preparation and processing.
  • Develop contracts for equipment, services, construction, supplies, and information technology.
  • Ensure compliance with State procurement laws, regulations, policies, and procedures.
  • Review and analyze purchase requisitions from MIA departments.
  • Advise on appropriate procurement methods such as negotiated awards and competitive sealed bidding.
  • Conduct bid openings for competitive procurements and debrief unsuccessful offers.
  • Utilize ADPICS within FMIS to facilitate procurement processes.
  • Act as the Agency's Minority Business Enterprise (MBE) Liaison Officer.
  • Prepare and manage MBE/SBR/VSB reporting requirements.
  • Engage in outreach activities to promote minority business participation.

Requirements

  • Six years of experience in contract management or procurement.
  • Two years of experience in soliciting, evaluating, negotiating, and awarding contracts.
  • Experience ensuring compliance with governmental procurement laws and regulations.
  • Certification as a Certified Public Manager or similar certification can substitute for additional experience.
  • A Bachelor's degree can substitute for some required experience.

  • Current or previous work experience in contract management for a Maryland State government agency.

  • Experience conducting pre-bid/proposal site visits and conferences.
