About the position

The Program Manager 1-B-DHH position at the Louisiana Department of Health involves managing the Facility Investigations section of the Adult Protective Services (APS) Division. The role focuses on overseeing investigations related to abuse, neglect, exploitation, and extortion of vulnerable adults, ensuring compliance with state and federal regulations, and providing support and supervision to staff. The incumbent will collaborate with various stakeholders and manage data and information systems relevant to the investigations.

Responsibilities

  • Manage investigations of allegations of abuse, neglect, exploitation, and extortion of vulnerable adults within state-operated facilities and affiliated programs.
  • Oversee the processing of reports of allegations of abuse provided by state-operated facility and/or program designees.
  • Manage the APS Facility Reporting email address for incoming reports and communication with state-operated facilities.
  • Prepare, develop, and facilitate APS training initiatives for state-operated facility/affiliated program staff members.
  • Coordinate and consult with other LDH program offices, regulatory and protective services agencies, and advocacy groups regarding clients' rights issues.
  • Manage dispute resolution within the section and address issues and concerns of section staff members and facility administrators.
  • Ensure compliance with APS, OAAS, and LDH policies and procedures and identify training needs of Specialists within the assigned section.
  • Take appropriate emergency measures when a client is at immediate risk of harm.
  • Identify training needs within the section, provide training for section staff, and evaluate performance.
  • Participate with other managers in the coordination of workflow and collaboration of program needs.
  • Manage access, extraction, analysis, and management of data from multiple information management database systems.
  • Serve as a facilities and programs subject matter expert and member of the APS Management Team.
  • Participate in the development of agency policy/procedures and public awareness initiatives.
  • Represent APS on state-level committees, task forces, and workgroups.

Requirements

  • A baccalaureate degree plus four years of professional level experience in administrative services, public health, social services, or related fields.
  • Knowledge of APS programs and agency policies, departmental policies, and statutory regulations.
  • Excellent customer service skills and verbal and written communication skills.
  • Proficiency in Microsoft Office software programs and ZOOM technology.

Nice-to-haves

  • Doctoral degree in relevant fields such as Law, Public Health, or Social Work.
  • Experience in managing investigations or working with vulnerable populations.
  • Familiarity with agency and departmental databases/MIS systems.
