About the position

A program manager is located at the departmental or division level, with responsibility to oversee and/or to plan, develop, implement, and evaluate activities for one or more of the department's programs; develops, evaluates, revises, and implements policies, standards, operating procedures, goals, and objectives; coordinates work between County departments, community organizations, and vendors; provides advice and consultation to agency heads, supervisors, employees, and the public; and performs other related duties as assigned. There is one (1) immediate permanent full-time vacancy with the Department of Finance - Accounts Division in Hilo. This position is responsible for managing the County's software system (assisting end users, troubleshooting, working with vendor to resolve/implement changes, training end users, etc.) and assisting in the general ledger and payroll functions (maintenance of accounting system, analyze fiscal data, preparation of financial reconciliations and reports, etc.). Responsibilities of the position also include the coordination of system upgrades, requests for enhancements and modifications, development of new features/modules and system procedure, implementation of training, problem solving/troubleshooting, and resolution of technical issues with consultants and vendors.

Responsibilities

  • Oversees and participates in program planning, development, and implementation work.
  • Serves as program resource and provides advice and consultation to manager, supervisors, other employees, and the public.
  • Conducts studies and analyses of major, unprecedented, or controversial issues regarding the agency services and operations.
  • Formulates and recommends new or revised policies, operational procedures, program goals and/or objectives.
  • Surveys and evaluates customer/client needs and concerns; recommends new programs, changes or enhancements of current programs, and development of new program activities.
  • Oversees the implementation of new or revised program plans, policies, work processes, systems, upgrades, etc.
  • Collaborates with representatives from other departments, governmental agencies, vendors, and private or community organizations.
  • Drafts vendor contracts and monitors services to ensure compliance with contract provisions.
  • Facilitates the development of Memorandum of Agreements among appropriate stakeholders.
  • Evaluates programs to identify problems, barriers, or processes that impede effective response to customer/client needs.
  • Oversees the maintenance of records; prepares operational reports; evaluates statistics to ensure achievement of objectives.
  • Identifies program needs and potential sources of funding; prepares grant applications and supporting documentation.
  • Keeps abreast of State, Federal, and County laws, ordinances, regulations, and legislation that govern or may impact program.
  • Identifies training needs; organizes and coordinates training for customers/clients.
  • Participates in the preparation of annual budget requests.
  • Serves as program liaison and attends meetings with employees, departments, vendors, and private and community organizations.
  • May supervise other professionals and personnel as assigned.

Requirements

  • Graduation from an accredited college or university with a baccalaureate degree in public administration, business administration, or a field pertinent to the department's programs.
  • Three (3) years of professional experience that involved the conduct of studies and analyses of programs or projects pertinent to that of the department's programs.
  • Ability to travel independently to various geographic locations.
