About the position

Serve as an advisor to a Government-led team that enables coordination across traditional & non-traditional collectors (commercial, unclassified sensing, mission partners) and supports the rapid evolution of advanced analytic algorithms, tools and tradecraft through concept development, prototypes, exercises and operational demonstrations. The role provides acquisition strategy program management services to senior management and evolves a service-centric model that enables discoverable services and data that can be flexibly delivered to mobile platforms at all classification levels. Additionally, it involves maintaining the enterprise architecture baseline and planning the approach to achieving new future architectures.

Responsibilities

  • Influence the GEOINT strategy by enabling coordination across traditional and non-traditional collectors.
  • Recommend approaches to advance analytic algorithms, tools, and tradecraft via concept development, prototypes, pilots and operational demonstrations.
  • Guide the engineering path to the future Agency architecture.
  • Define novel approaches to advancing an IT service-centric model that enables discoverable content, services and easy data delivery across multiple classification domains.
  • Support strategy development, standards and engineering roadmaps that aid in risk reduction, inform policy and guide acquisition to meet Agency's long-term strategic goals.
  • Leverage unique knowledge, innovation and trusted Intelligence Community relationships to advise about technical strategies, architectures and future directions.
  • Advise about new prototype and pathfinder approaches.
  • Guide transition methods to emergent capabilities.
  • Define approaches to improve IT efficiency, effectiveness and resilience in supporting the GEOINT mission.
  • Recommend enhancements to Agency's analytic tradecraft in integrating new sources of information and exquisite capabilities into its operational environment.
  • Assist Agency with forming tighter collaborative relationships with mission partners to align collection and achieve integrated mission intelligence.
  • Provide technical, financial, schedule and risk management expertise and assistance to the project, program or Program Management Office (PMO).
  • Recommend approaches to maintaining the existing architecture baseline and approaches to evolve to new future architectures.

Requirements

  • Master's Degree in Information Systems, Computer Science, Systems Engineering, or a related field such as Physics, Aerospace, or Remote Sensing.
  • 15 years demonstrated specialized experience in Information technology.
  • Project Management Professional (PMP), DAWIA Level III certification in Program Management or equivalent specialized experience with Project Management tools and techniques.

Nice-to-haves

  • Demonstrated specialized experience in supporting NSG sensor independent data, standards and algorithm integration.
  • GEOINT and MASINT or SAR processing and exploitation.
  • Coordinating activities in a layered architecture approach across mission partners.
  • Cloud infrastructure support.
  • Enterprise architecture and/or solutions architecture.
  • Proven and trusted Intelligence Community relationships.
  • Information Technology Infrastructure Library (ITIL) Certification.
  • Demonstrated specialized experience in analytic algorithms and big data, tools, and tradecraft via concept development, prototypes, pilots and operational demonstrations.
  • IT services and ITIL methodology.
  • Developing and working systems roadmaps and project plans.
  • Communication across all levels of the Agency and between Agencies.
  • Cost/ Price analysis, cost estimating or financial management.
