About the position

The Program Manager IV at the Henry M. Jackson Foundation for the Advancement of Military Medicine is responsible for overseeing a collection of integrated projects that support a long-term research initiative. This role involves strategic guidance for project managers and technical staff to ensure alignment with program objectives, particularly within the Transforming Technology for the Warfighter (TTW) Program. The position requires administrative project oversight to maximize resource utilization and includes tasks such as financial performance analysis, coordination of collaborations, and support for proposal submissions.

Responsibilities

  • Provide direct administrative support to all aspects of the TTW program, including financial oversight and management of subaward projects.
  • Assist in financial management of TTW funds to ensure appropriate spending, budgeting, and forecasting.
  • Help coordinate peer review of research proposals by USU VPR Scientific Review Unit personnel.
  • Assist with submitting requests for proposals to selected sub-recipient entities for specific funding announcements.
  • Coordinate communication of notice of award to selected sub-recipients and manage interactions with them.
  • Assist subrecipients with administration of activities located at USUHS and proposal submissions.
  • Initiate, coordinate, and manage subaward agreements between HJF and partner award recipients, including budgeting and progress reporting.
  • Coordinate collaborative projects between USU Faculty and scientists at partner institutions.
  • Schedule and manage travel for Oversight Committee meetings, guest lecturers, IPRs, and seminars or workshops.

Requirements

  • Bachelor's degree required; Master's degree preferred in Business Administration, Biochemistry, or Life Sciences.
  • More than 10 years of experience in project management or related fields.
  • In-depth knowledge of federal budget processes and project management principles.
  • Solid interpersonal skills with the ability to communicate clearly and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of Microsoft Office and project tracking software.
  • Ability to obtain and maintain a T1/Public Trust background check.

Nice-to-haves

  • Project Management Professional (PMP) certification preferred.
  • Prior experience in the life sciences is strongly preferred.
