About the position

ManTech International Corporation is seeking a motivated and career-oriented Program Security Officer 3 (PSO 3) to join our team in Chantilly, VA. This position is integral to providing unparalleled support to our customers while ensuring the security of our national interests. The PSO 3 will work closely with the Senior Program Security Director to deliver comprehensive security support for a multi-disciplined and complex organization. This role involves engaging with various policy and security offices to facilitate data and technology sharing requests from mission partners, both domestic and international. The PSO will also assist in developing future classification guidance that will be integrated into programs, ensuring compliance with NRO standards. In this role, the Program Security Officer will interface with senior-level mission partners across the Department of Defense (DoD), Intelligence Community (IC), and foreign entities. The responsibilities include writing policy documents, addressing security issues across various operational domains, and providing guidance to defense contractors in all industrial security disciplines. The PSO will be expected to manage high-level, complex security issues with discretion and establish effective working relationships with other government agencies and mission partners. This position requires a strong ability to analyze information, prioritize tasks, and deliver articulate briefings on complex topics to diverse audiences, including high-level decision-makers. The ideal candidate will possess extensive experience in the Intelligence Community, particularly in program protection, risk management, and security policy. The PSO 3 will also be responsible for mentoring junior PSOs and ensuring that security protocols are effectively implemented across the organization. This position may require CONUS travel up to 25%.

Responsibilities

  • Assist the Office Security Director in completing assigned actions in support of a multi-disciplined and complex organization.
  • Engage with the organizations Policy and Security offices on data sharing/tech sharing requests from mission partners, both foreign and domestic.
  • Assist on actions with the Program front office to include policy and governance lead for actively developing future classification guidance that will be integrated into programs.
  • Interface with senior level mission partners across the DoD, IC, and foreign entities.
  • Write policy documents in compliance with NRO standards.
  • Work security issues with the Internal and External Directorates and Offices in physical, personnel operational, technical, information, industrial and information system security.
  • Provide assistance and guidance to defense contractors in all industrial security disciplines.

Requirements

  • HS Diploma and 15 or more years relevant NRO/IC experience or Bachelor's Degree and 8 or more years relevant NRO / IC experience, or Master's Degree and 5 or more years, or Associates and 12 or more years of relevant NRO / IC experience.
  • Extensive IC security experience across multiple security disciplines.
  • Experience in program protection, risk management, security and/or classification policy, planning and execution of program security.
  • Proficient experience in CAP/SAPs.
  • Program Protection Management (P2M) proficient experience.
  • Policy writing / template experience.
  • Ability to work high-level, complex or sensitive security issues thoroughly and with discretion.
  • Demonstrated ability to establish effective working relationships with other Government Agencies and mission partners.
  • Demonstrated ability to identify and assess multiple sources for security classification determinations and issues.
  • Substantive experience providing risk-managed security recommendations to program managers, in support of secure and successful mission accomplishment.
  • Ability to analyze information in depth, independently, take appropriate actions, and review and approve recommendations from others.
  • Consistently deliver articulate and effective briefings/presentations on complex topics to groups that may be large and/or include high-level decision makers.
  • Ability to prioritize competing requirements and tasks and managing long-term tasks as well as short-term obligations on multiple assigned projects.
  • Demonstrated experience working with industrial security staffs.
  • Working knowledge and ability to implement Intelligence Community Directives as well as NRO Directives and Instructions.
  • Ability to effectively provide PSO guidance to junior PSOs.
