About the position

We are seeking a dedicated Program Support Specialist to join our team as a Government Contractor. The ideal candidate will perform independently responsible, professional, and administrative work for Operation's Learning and Development. This role involves working directly with the Division Manager and project workgroup to assist in the creation and upkeep of skills-based programs. The Program Support Specialist will be responsible for organizing large amounts of information, assisting in assessment building, including the creation of assessment questions, and developing new skills handbooks and instructor handbooks. The position requires a proactive approach to planning, organizing, and coordinating the revamp of skills-based programs in collaboration with the Division Manager. This includes managing specific projects, conducting research and analytical studies on various programs and issues, and performing detailed fact gathering, data compilation, and report writing on budgets, organizations, workforce management, operations, and administrative systems. The specialist will also conduct analyses to improve process efficiencies and workflows, simplify procedures, and implement cost reductions. In addition to these responsibilities, the Program Support Specialist will prepare and present verbal and written reports, including conclusions and recommendations for solutions to processes and procedures. The role also involves issuing and interpreting internal operating policies, representing Learning and Development leadership at meetings as requested, and reviewing memoranda, reports, and similar materials for summarizing and making recommendations. The position is full-time, with a morning shift from 7:30 AM to 4 PM, and is contracted from September 4, 2024, to March 1, 2025.

Responsibilities

  • Organize large amounts of information and assist in assessment building, including assessment question creation.
  • Create new skills handbooks and instructor handbooks.
  • Plan, organize, and coordinate skills-based program revamp with the Division Manager.
  • Conduct research and analytical studies on a variety of programs and issues.
  • Perform detailed fact gathering, data compilation, and report writing on budgets, organizations, workforce management, operations, and administrative systems.
  • Conduct analysis to improve process efficiencies and workflow, simplify procedures, and implement cost reductions.
  • Prepare and present verbal and written reports including conclusions and recommendations for solutions to processes and procedures.
  • Issue and interpret internal operating policies.
  • Represent Learning and Development leadership at meetings as requested.
  • Review memoranda, reports, and similar material for summarizing and making recommendations.

Requirements

  • Must be a US Citizen (Sponsorship not available).
  • Thorough knowledge of the principles and methods of public administration.
  • Thorough knowledge of the principles and methods of data gathering and compilation.
  • Ability to write clear concise reports, memoranda, directives, letters, technical data sheets, etc.
  • Ability to develop comprehensive plans from general supervision and with only general direction.
  • Ability to plan, assign and supervise the work of others.
  • Ability to meet the public and discuss problems and complaints tactfully, courteously, and effectively.
  • Ability to establish and maintain effective working relationships with internal and external stakeholders.
  • Knowledge or experience in the Utility field, preferably in Water and Wastewater.
  • Thorough knowledge of instructional design and assessment creation.
  • 2 years of professional experience in a learning environment, training and development, business administration, program management, or organizational development.

  • Bachelor's degree in education, Instructional Design, Organizational Design, Business Administration, or a related area.
