About the position

As a lead programmer analyst within the Kanawha County Management Information Services, you will play a pivotal role in overseeing processes and teams throughout the Software Development Life Cycle (SDLC). This position requires a solid foundation in systems analysis and design, along with the ability to adhere to standard programming procedures and possess knowledge of relevant functional areas. You will be responsible for preparing technical system and project documentation, which is crucial for the successful execution of projects. Your primary responsibilities will include analyzing business needs, designing, writing, and testing new programs and applications. Strong coding skills are essential, as is the ability to test and troubleshoot applications and software programs effectively. Additionally, you may assist in data cleansing, conversion, and transition activities from one system platform to another, ensuring a smooth migration process. This role is inherently cross-functional, and you may be required to act as a team leader on a project basis, which will involve related project management tasks as necessary. Excellent analytical, written, and verbal communication skills are vital for this position, as you will need to convey complex technical information clearly and effectively to various stakeholders. Please note that an irregular work schedule may be required, reflecting the dynamic nature of the projects you will be involved in.

Responsibilities

  • Monitor processes and teams throughout the Software Development Life Cycle (SDLC).
  • Prepare technical system and project documentation.
  • Analyze business needs and design new programs and applications.
  • Write and test new programs and applications using solid coding skills.
  • Test and troubleshoot applications and software programs.
  • Assist in data cleansing, conversion, and transition activities from one system platform to another.
  • Act as a team leader on a project basis, performing related project management work as needed.

Requirements

  • Bachelor's degree in computer science or a related field, or an Associate's degree with 18 months of relevant experience.
  • Four years of full-time or equivalent part-time paid experience in programming, system design, and analysis work with multiple programming or database languages.
  • Experience with Microsoft, .Net, and SQL Server.
  • Proficiency in programming tools and web development languages such as C#, Java, JQuery, PHP, SQL, MVC, and .NET.
  • Experience with relational databases like SQL Server, DB2, PLSQL, and Stored Procedures.
  • Familiarity with reporting software and utilities such as Cognos, Tableau, Power BI, Smartsheet, and Data Analytics.
  • Knowledge of mainframe technologies including JCL, SAS, Natural, Adabas, RACF, Cobol, and CICS.

Nice-to-haves

  • Experience configuring and managing SFTP servers and maintaining certificates.
  • Familiarity with data analytics tools and methodologies.
