About the position

The Project Manager 4 - Data Governance Project is a senior-level position responsible for overseeing the Data Governance Project, which is a critical component of the Data Exchange Program aimed at enhancing behavioral health data management across the Commonwealth. This role involves the development and implementation of a comprehensive data governance framework, including the establishment of policies and processes that will guide the management of data within the organization. The Project Manager will coordinate closely with the Department of Behavioral Health and Developmental Services (DBHDS) and various partner stakeholders to ensure the successful implementation of the data governance framework and organizational structure. The Project Manager will be tasked with ensuring that the project delivers effective data governance decisions and guidance for the integration of various data sources into the new Enterprise Data Warehouse, particularly focusing on Electronic Health Record data from Community Service Boards (CSBs). This position requires strong communication skills to engage with a diverse range of stakeholders, including executive-level personnel. The Project Manager will facilitate meetings, document meeting minutes, and follow up on action items from the Data Governance Council, Data Decision Team, data stewards, data owners, and other subject matter experts. Candidates should possess extensive experience in data governance, data warehouse implementations, data exchange, data analytics, and Health IT projects. The role is hybrid, requiring the candidate to be on-site at the Agency office in Richmond, VA, for a minimum of two days per week. Additionally, candidates must be PMP-certified and agree to obtain the VITA PMDP qualification, with the understanding that the agency will not cover the certification fee. This position is crucial for ensuring that the Data Exchange Program meets its strategic goals and delivers secure and efficient data management solutions for behavioral health services.

Responsibilities

  • Oversee the development and implementation of the data governance framework, policies, and processes.
  • Coordinate with DBHDS and partner stakeholders to implement the data governance framework and organizational structure.
  • Ensure the project delivers data governance decisions and guidance for data sources to be ingested into the Enterprise Data Warehouse.
  • Facilitate meetings and document meeting minutes for the Data Governance Council and other relevant teams.
  • Communicate with a wide variety of stakeholders, including executive-level personnel, to ensure alignment across projects.
  • Manage risks associated with the project and implement mitigation strategies.
  • Motivate and inspire team members to achieve project goals.
  • Manage vendor relationships, including selection, contract negotiation, and delivery of vendor solutions.

Requirements

  • PMP-certified (REQUIRED).
  • Proficient in communication and negotiation at all levels of the organization, including senior leadership (10 years of experience required).
  • Proficient in scheduling and time management (10 years of experience required).
  • Proficient in risk management, including identifying and mitigating risks (10 years of experience required).
  • Excellent critical thinking and problem-solving skills (10 years of experience required).
  • Proficient in team building, motivating, and inspiring (10 years of experience required).
  • Experience in vendor management, including vendor selection and contract negotiation (10 years of experience required).
  • Proficient in both waterfall and agile project management techniques (8 years of experience required).
  • Familiarity with cloud-based data governance solutions, data integration, data modeling, and metadata management.
