About the position

The University of Texas at Austin is seeking a Project Manager III (PM3) Technical Specialist to provide professional project management for design and construction projects within the Planning, Design and Construction (PDC) department. This role involves overseeing major and minor construction projects, ensuring constructability, cost estimating, and providing construction expertise throughout all project phases. The position focuses on building envelope systems, including roofing and waterproofing, and aims to enhance the university's facilities while positively impacting the student experience.

Responsibilities

  • Assist the Lead Project Manager in managing project budget, schedule, and scope.
  • Conduct thorough forensic investigations of building envelope failures and provide actionable remediation strategies.
  • Provide professional direction for project teams to achieve common goals and successful project delivery.
  • Mentor and guide less experienced PM staff to support successful project delivery.
  • Conduct thorough construction and constructability reviews.
  • Engage with clients, stakeholders, consultants, and contractors to resolve construction challenges and produce reports.
  • Maintain consistent communication between all project stakeholders to ensure thorough documentation and understanding of projects.
  • Assist in the development of project scope, budget, and schedule for multiple projects simultaneously.
  • Track project budgets and schedules, and develop reports as directed.
  • Keep facilities database software up to date with current project information.
  • Perform field assessments to document existing conditions and damages.
  • Procure services of Professional Service Providers and help administer agreements.
  • Negotiate campus contracts and review design and construction contracts, changes, and bid documents.
  • Facilitate UT Austin and UT System approvals as required.
  • Stay current with legislation, building codes, and university design and construction standards.
  • Participate in the Owner's technical review process and respond to comments during reviews.
  • Learn and maintain awareness of project safety requirements, following OSHA standards.
  • Participate on committees and task forces to improve departmental mission and project delivery.

Requirements

  • Associates degree in Architecture, Engineering, Construction Management, or related discipline, or master level licensure or comparable certification.
  • 7 or more years of experience in project management of design and construction activities for building envelopes.
  • Experience with property loss and construction defects.
  • Working knowledge of contract documents (plans, specifications).
  • Experience obtaining construction bids and negotiating contracts.
  • Knowledge of life safety and building codes including NFPA 101, IBC, ASHRAE, and Texas Accessibility Standards.
  • Experience using Excel, Microsoft Word, and scheduling software such as MS Project.
  • Understanding of moisture control principles and material performance in building enclosures.
  • Field experience related to roofs, waterproofing, and building envelope items.
  • Valid driver's license and acceptable driving record.

Nice-to-haves

  • Bachelor's degree in Architecture, Engineering, Construction Management, or related discipline.
  • 10 or more years of experience in project management of design and construction activities for building envelopes.
  • Licensed Architect or Engineer in Texas or eligible for reciprocity.
  • LEED-AP credentials.
  • Experience managing design and construction for projects in a higher education setting as the owner's representative.
  • Project Management Professional (PMP) certification.
