About the position

At AECOM, we are seeking a Program Delivery Manager (PDMG) to join our team in Minneapolis, MN. This role is crucial in providing technical assistance embedded within FEMA, focusing on disaster recovery and public assistance programs. The PDMG will be responsible for collecting, coordinating, and reviewing applicant data to determine eligibility and priority assignments. This includes conducting audits for completeness, reviewing information gathered during the Preliminary Damage Assessment (PDA), and performing exploratory calls to gather information from applicants. Understanding each applicant's projects and recovery priorities is essential for effective communication and support throughout the recovery process. The PDMG will also play a key role in maintaining communication with applicants, scheduling regular meetings, and tracking FEMA's requests. Coordination of document transmittal through FEMA's Consolidated Resource Centers and scheduling site inspections with applicants and Site Inspector Task Force Leaders will be part of the responsibilities. Additionally, the PDMG will support the claims process by reviewing and validating damage details, scopes of work, and costs with the applicants. Participation in regular FEMA meetings to provide updates on work status and evaluating claims to make recommendations to FEMA regarding eligibility will be expected. As part of the role, the PDMG will assist in developing the Determination Memo and communicating final determinations to applicants during the closeout process. Conducting exit briefings with applicants and coordinating basic to moderately complex site inspections to validate and record damage will also be required. All PDMGs will utilize FEMA's Grants Manager system to assign and track actions throughout the PA project development and collect all related information and documents. This position will initially be part-time and casual, transitioning to full-time upon task order awards. Candidates must be prepared for travel assignments lasting up to one year, with trips home reimbursed every 30-45 days, depending on task order specifics.

Responsibilities

  • Collect, coordinate and review applicant data to determine eligibility and priority of assignments.
  • Support communication with applicants about their status by scheduling regular meetings and tracking FEMA's requests.

Requirements

  • Must be a US Citizen with the ability to obtain and maintain DHS Public Trust clearance.
  • Bachelor's degree in Construction or Engineering field with 4 years of related technical experience or equivalent education/experience.
  • Technical knowledge and experience in standard concepts, principles, and techniques in public infrastructure design/construction.
  • Experience with Microsoft Office (Outlook, Teams, Excel, Word), Adobe Acrobat, Google Earth, and smartphones.
  • Ability to commit to travel assignments for up to 1 year in duration, with trips home reimbursed every 30-45 days.
  • Valid driver's license and pass AECOM's motor vehicle records review.
  • Completion certificates for specified security/privacy courses.

Nice-to-haves

  • Bachelor's degree with 5 years of experience in a related field and professional registration or Bachelor's degree with 10 years of experience in a related field.
  • Professional Engineering (PE) license.
  • Construction-related experience such as civil, structural, mechanical, electrical, environmental engineers/planners, coastal engineers, site inspectors, and architects.
  • Prior FEMA PA and/or CRC experience preferred, including understanding of FEMA's PA Program and Policy Guide (PAPPG).
  • Experience using FEMA Grants Manager.
  • Current DHS Public Trust clearance/badge.
