The Regional Manager, Property Management for the North Bay Portfolio at USA Properties Fund, Inc. is a pivotal role responsible for overseeing a diverse portfolio of properties, which may include family, senior, conventional, and affordable housing. This position is based in Roseville, CA, and will manage a portfolio consisting of approximately 8 properties and 1,000 units located in Napa, Petaluma, and Santa Rosa. The Regional Manager will report directly to the Senior Regional Manager or VP of Property Management and will be expected to make strategic decisions to meet the overall objectives of each community within the portfolio. In this role, the Regional Manager will be tasked with hiring, training, leading, and motivating a team of district and community managers. Strong communication, organizational, and interpersonal skills are essential, as the manager will supervise all employees within the assigned portfolio to ensure compliance with company policies and procedures. The position requires a detail-oriented individual who is flexible and capable of working both independently and as part of a team. Key responsibilities include monitoring marketing needs, reviewing occupancy status, maximizing rent schedules, and resolving resident relation issues. The Regional Manager will also be responsible for preparing annual operating budgets, completing required quarterly lender and regional reports, and conducting performance evaluations for supervised employees. Additionally, the role involves coordinating effective communication between community managers and the corporate team, approving expenditures within budgetary guidelines, and conducting regular inspections and audits of properties to ensure compliance with established processes and procedures. The ideal candidate will possess a strong background in property management, particularly with experience in managing multiple properties and knowledge of relevant housing programs such as the Section 42 Tax Credit Program and HUD regulations. This position may require working weekends, overtime, and travel for site visits and inspections, making flexibility and strong problem-solving skills essential for success.
