About the position

Are you a strategic thinker with a passion for public service and financial excellence? The Oregon Public Defense Commission (OPDC) is seeking a highly skilled and motivated Senior Budget Analyst to join our team and take the lead on planning, developing, and managing our agency's budget. This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.

Responsibilities

  • Lead the agency's financial planning processes, including the development, forecasting, and execution of the biennial budget.
  • Collaborate with internal and external stakeholders on budget requests, fiscal analyses, and resource allocation.
  • Prepare fiscal impact estimates for proposed legislation and support program managers with resource planning.
  • Recommend budget revisions based on funding and policy changes.
  • Maintain expertise in agency programs and financial systems, ensuring data accuracy.
  • Create and deliver clear, actionable financial reports and forecasts that support agency decision-making.
  • Prepare monthly financial summaries with analysis of trends, risks, and assumptions.
  • Evaluate financial systems and processes in collaboration with program, IT, and accounting teams.
  • Mentor Fiscal Analysts through training and knowledge sharing.
  • Contribute to a positive and respectful work environment by supporting coworkers and fostering inclusivity.

Requirements

  • Six (6) years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.
  • Experience must have included modeling and forecasting fiscal information.
  • A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting, or a related degree may substitute for three (3) years of the required experience.
  • A graduate-level degree in any of the above areas may substitute for four (4) of the six (6) years.
