About the position

The Senior Counterintelligence Analyst position is a critical role within the Department of Energy (DOE) that requires extensive experience and expertise in counterintelligence (CI) analysis. The individual will serve as a Senior CI Analyst, responsible for assessing foreign intelligence, international terrorist, and technological collection threats directed against DOE personnel, resources, science and technology (S&T), facilities, and programs. This role demands a comprehensive understanding of CI tradecraft, analytic standards, and methodologies, as well as the ability to produce high-quality CI products, including national security studies and policy recommendations for both internal circulation within the DOE and external dissemination throughout the U.S. Intelligence Community (USIC). The successful candidate will leverage existing liaison contacts within the USIC to further research and analytical objectives, contributing to the integration of field and headquarters analysis. The position also involves making oral presentations to convey ideas, facts, conclusions, estimates, and projections to various personnel within the DOE and USIC. Given the high-pressure environment and tight deadlines, the individual must demonstrate excellent oral and written communication skills, along with a proven track record of delivering quality products under pressure. In addition to the analytical responsibilities, the candidate must possess a thorough understanding of adversary methodologies and collection interests, as well as direct and current knowledge of the mission, structure, and key intelligence programs of the USIC. The role requires core analytical competencies, including critical thinking and strong collaboration skills, to effectively support CI investigations and U.S. national security policy.

Responsibilities

  • Assess the foreign intelligence (FI), international terrorist, and technological collection threats directed against DOE personnel, resources, science and technology (S&T), facilities and programs.
  • Produce CI products including national security studies and policy recommendations for circulation within DOE and for external dissemination throughout the USIC.
  • Capitalize on existing liaison contacts within the USIC to further research and analytical objectives and goals of the Program.
  • Work with the Program Director to contribute to the integration of field and headquarters analysis.
  • Make oral presentations conveying ideas, facts, conclusions, estimates, and projections to a variety of DOE and USIC personnel.

Requirements

  • Minimum of fifteen (15) years of experience in counterintelligence (CI) analysis, as a primary case agent in counterintelligence case management at DOE, the FBI, or DOD.
  • Extensive knowledge of CI tradecraft, analytic standards and integrity, methodology, and tools.
  • Thorough understanding of adversary methodologies and collection interests.
  • Excellent oral and written communication skills.
  • Proven performance delivering high-quality products under pressure to meet tight deadlines.
  • Direct and current knowledge of the mission, structure, and key intelligence programs of the USIC.
  • Core analytical competencies including critical thinking skills and strong collaboration skills.

Nice-to-haves

  • Special expertise in area or country specialization.
  • Foreign language fluency (such as Russian, Arabic, Farsi, Hindi, or related languages).
  • A Master's Degree, Juris Doctor, or higher in a relevant field.
