About the position

This position supports the Defense Health Agency (DHA), which provides medical care for the Department of Defense's (DOD) 9.4 million eligible beneficiaries through a $52 billion defense health program. The DHA is currently transitioning to MHS (Military Health System) GENESIS, a new electronic health record system that enhances secure technology for managing health information and integrates both inpatient and outpatient solutions. This role involves providing program management and professional support services to the Office of the Military Health System (MHS) Functional Champion located at Defense Health Headquarters (DHA) in Falls Church, VA. The Senior Clinical Engineer/Biomedical Engineer IV will provide senior expertise in medical device management and engineering concepts to ensure the implementation, maintenance, training, and testing of medical devices and associated systems. The focus will be on medical device tracking, management, analysis, and support. The role includes providing advisory consultation support for all aspects of medical devices and associated system integrations, leading remote and onsite medical device evaluations, assessments, and support. The engineer will ensure that quality and data metrics are captured to support ongoing research and analysis, reporting on current and future integration efforts. Additionally, the engineer will advise on the development, implementation, and management of medical devices and associated systems, including design, repair, testing, modification, servicing, system integration, installation, asset tracking, and remedial maintenance of complex medical equipment systems. The position also involves assessing and advising on training requirements for biomedical or information management maintenance personnel and end users, developing and tracking medical equipment lifecycle management metrics, and presenting executive-level presentations to senior military leaders. The engineer will assess the management of medical equipment maintenance programs, including maintenance costs and the evaluation of support quality.

Responsibilities

  • Provide senior expertise in medical device management and engineering concepts.
  • Ensure implementation, maintenance, training, and testing of medical devices and associated systems.
  • Focus on medical device tracking, management, analysis, and support.
  • Provide advisory consultation support for all aspects of medical devices and associated system integrations.
  • Lead remote and onsite medical device evaluation, assessment, and support.
  • Ensure quality and data metrics are captured for ongoing research and analysis.
  • Advise on development, implementation, and management of medical devices and associated systems.
  • Assess and advise on training requirements for biomedical or information management maintenance personnel and end users.
  • Develop, implement, and track medical equipment lifecycle management metrics.
  • Develop and present executive level presentations to senior military leaders.
  • Assess management of medical equipment maintenance programs, including maintenance costs and evaluation of support quality.

Requirements

  • 10+ years background in Department of Defense with 6+ years focused in clinical engineering.
  • 5+ years executive advisory/consultation experience.
  • EHR Medical Device integration experience.
  • Functional clinical and/or logistics support experience in various specialized inpatient and/or outpatient environments.
  • Knowledge and experience in systems, software, architecture, network, quality assurance or integration engineering concepts, implementation, development, issue resolution, testing, and design.
  • Knowledge and experience with requirements gathering, quality management and testing theories and practices, experience developing test methods and procedure/protocols, metrics analysis, and executing tests.
  • Experience in project/program management coordination of activities pertaining to oversight including medical device implementation, testing, and/or sustainment.
  • Experience publishing and implementing appropriate medical maintenance SOPs.
  • Knowledge of the regulations governing maintenance expenditure limits for device maintenance, integration, support.
  • Knowledge of Defense Medical Logistics Standard Support (DMLSS), and other automated systems designed to facilitate management of medical logistics programs.
  • Knowledge of the regulations that pertain to the inspection of uneconomically repairable major end items, and the policy and procedures for maintenance expenditure limits waivers.

Nice-to-haves

  • Project management certification including LSS, Agile or PMP/PMI.
  • Hands-on knowledge and experience with one or more Cerner Millennium applications such as PowerChart, SA Anesthesia, PathNet, RadNet, iCommand iBus, etc.
  • MHS GENESIS Medical Device Integration experience.
  • Knowledge and experience with medical device regulatory standardized integration practices including CAP, FDA, ISO, and NIST.
