About the position

The Senior Director of Finance & Administration at Peninsula Humane Society & SPCA (PHS/SPCA) plays a crucial role in overseeing the financial activities of the organization. This position is responsible for maintaining accurate accounting records and preparing timely financial reports for management and the Board of Directors. The Senior Director will establish, maintain, and monitor accounting policies and procedures, ensuring compliance and accuracy in financial reporting. This role involves directing and coordinating the budget and projection processes, providing financial guidance and analysis, and specifically preparing and monitoring Finance and Administrative budgets. In addition to managing cash flow and ensuring adequate cash reserves, the Senior Director will prepare annual audit work papers and tax return schedules. The position serves as a liaison to the Board's Finance and Audit Committees, providing insights and recommendations on financial matters. The Senior Director will work closely with the Finance Committee to establish investment policies and monitor the performance of the investment portfolio manager, ensuring consistency in accounting and reporting practices. The role also includes collaboration with the Development Department to manage donor-restricted funds and ensure compliance with county contract funds. The Senior Director will lead the Finance, Human Resource, and Purchasing departments, participating in employee benefits program administration and overseeing recruitment, training, and development. Conducting analyses to identify trends, assess costs, and evaluate the financial impact of new programs is also a key responsibility. The Senior Director will set annual objectives for the division, ensuring alignment with the organization's goals and deadlines, and will serve as a member of the senior management team, reviewing financial performance and monitoring budget variances.

Responsibilities

  • Maintains accurate accounting records and prepares timely financial reports for management and Board of Directors.
  • Establishes, maintains, and monitors accounting policies and procedures.
  • Directs and coordinates the budget and projection process and provides financial guidance and analysis in these procedures.
  • Manages cash flow, performs projections, and ensures adequate cash reserves.
  • Prepares annual audit work papers and tax return schedules.
  • Serves as a staff liaison to the Board's Finance and Audit Committees regarding financial matters.
  • Works with Finance Committee to establish investment policies and monitor performance of investment portfolio manager.
  • Assists Audit Committee in obtaining bids and interviewing auditors and serves as a liaison to audit firm.
  • Recommends to management major corporate economic strategies, objectives, and policies for the organization.
  • Works with Development Department to ensure appropriate application and management of donor restricted funds.
  • Works with Shelter Operations to ensure that county contract funds are expended consistently within the terms of the contract.
  • Directs the performance of the Finance, Human Resource, and Purchasing departments.
  • Conducts appropriate analyses to identify trends, assess costs, and identify potential cost savings or revenue generation areas.
  • Establishes and maintains solid banking relationships.
  • Sets annual objectives for the division consistent with the organization's operating goals.
  • Ensures that the Finance Division meets organizational and external deadlines.
  • Serves as a member of the senior management team as appropriate and directed.
  • Reviews financial performance, monitors budget variances and capital expenditures.
  • Ensures bank accounts are reconciled monthly, prepares sales tax returns and county remittance/invoice.
  • Prepares miscellaneous governmental reports and filings, including Business Property Statement.
  • Maintains reconciliation of all accounts.
  • Establishes, documents, monitors, and updates accounting system software.
  • Works with outside consultants regarding management, contractual, and government audits.
  • Reviews and approves invoices for weekly check run.

Requirements

  • Bachelor's degree (B.A.) from a four-year college or university; and minimum of five years related experience and/or training; or equivalent combination of education and experience.
  • CPA desirable.
  • Working knowledge of Blackbaud Financial Edge accounting software; ABRA; Microsoft Outlook; ADP Payroll systems; Excel; and Microsoft Office.
  • Ability to work with general accounting principles such as cost projections, revenue and expenses, and statistical analysis.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
  • Ability to effectively present information, verbally and in writing, to co-workers and staff, top management, public groups, and Boards of Directors.
