The company is currently seeking a Senior IT Portfolio Manager to join its team, who will play a crucial role in managing IT portfolios and ensuring compliance with federal policies. As a Senior IT Portfolio Manager, the individual will serve as a subject matter expert with extensive knowledge in IT management, mission-driven IT governance, and federal IT portfolio management. The role requires expert knowledge of federal policies related to Capital Planning and Investment Control (CPIC), including Technology Business Management (TBM) and the Enterprise Performance Life Cycle (EPLC) requirements. The Senior IT Portfolio Manager will support the National Institutes of Health (NIH) IT Investment Portfolio and ensure ongoing compliance with guidelines set by the Government Accountability Office (GAO), Office of Management and Budget (OMB), and the Department of Health and Human Services (HHS). The position involves providing technical knowledge and analysis of specialized applications and operational environments, conducting high-level functional systems analysis, and offering design, integration, documentation, and implementation advice on complex problems that require extensive subject matter expertise for effective resolution.

Responsibilities

  • Serve as a subject matter expert in IT management and federal IT portfolio management.
  • Provide expert knowledge of federal policies for Capital Planning and Investment Control (CPIC).
  • Support NIH's IT Investment Portfolio and ensure compliance with GAO, OMB, and HHS requirements.
  • Conduct technical analysis of specialized applications and operational environments.
  • Perform high-level functional systems analysis, design, integration, and documentation.
  • Offer implementation advice on complex problems requiring extensive knowledge of the subject matter.

Requirements

  • Minimum of eight (8) years of related experience in technology strategy and portfolio management.
  • Bachelor's degree in a related field or relevant disciplines.
  • Experience and understanding of GAO and OMB policies for CPIC, including TBM.
  • Experience with CPIC-related committees, governance groups, and working groups.
  • Understanding of Enterprise Systems and Major Investments.
