About the position

The Senior Planning and Budget Analyst reports to the Director of Planning and Budget and assists with developing and analyzing the biennial and annual operating and capital budgets of the university, consistent with the university's mission and goals.

Responsibilities

  • Analyze, calculate, and forecast personal service costs, including fringe benefit costs for the agency.
  • Analyze, calculate, and forecast non-personal service costs for the agency.
  • Recommend allocation of resources based on an analysis by program and departmental budgets.
  • Review and consider budget change requests and approve and process changes as delegated by the Director of Planning and Budget.
  • Utilize centralized automated Planning and Budget systems for internal budget execution.
  • Analyze, monitor, reconcile, and complete reports for the Maintenance Reserve Plan.
  • Oversee capital outlay record keeping and compliance with capital outlay processes.
  • Monitor and manage the Higher Education Equipment Trust Fund program implementation.
  • Evaluate grant and indirect cost allocation budgets and complete grant budget entry.
  • Monitor the Maximum Employment Level (MEL) of the university.
  • Prepare annual historical budget tables for the Board of Visitors.
  • Draft state Performance Budgeting submissions.
  • Make updates to the working budget and revenue and expense models.
  • Coordinate ongoing updates to the office's policies and procedures documents.
  • Deliver high quality customer service and support.
  • Collaborate with campus colleagues and complete special projects.
  • Review and communicate safety issues to assure a safe and healthy workplace.
  • Perform other duties as assigned.

Requirements

  • Master's degree or a Bachelor's degree and experience that equates to an advanced degree.
  • Experience in budget or resource analysis, financial planning and forecasting, or fiscal administration.
  • Experience researching, compiling, analyzing, and communicating complex data sets.
  • Experience managing or implementing government programs and processes.
  • Experience using planning and budget, and finance related software.

Nice-to-haves

  • Master's in Accounting, Economics, Business Administration or Bachelor's degree in a related field.
  • Prior budget office experience in a college, university or government agency setting.
  • Prior Commonwealth of Virginia accounting or budget experience.
  • Prior experience with Banner Finance or Workday Adaptive Planning.
  • Prior experience with grant budgets.
