About the position

As a Senior Program Manager for Kleinfelder's Civil Engineering Practice in our Bowie, MD office, you will be responsible for overseeing and managing all civil engineering operations within the office. This includes leading the engineering team, driving business development efforts, ensuring project execution, and managing resources across multiple projects. You will be a key player in the success of our growing civil engineering practice, ensuring all work aligns with client needs, schedules, budgets, and quality standards. This role requires a blend of technical expertise, strong leadership, and proven project management experience.

Responsibilities

  • Lead the day-to-day operations of Kleinfelder's civil engineering practice in Bowie, MD, managing a team of engineers.
  • Oversee multiple, concurrent site-civil engineering projects and ensure that resources are effectively allocated to meet project goals.
  • Mentor and develop engineering staff, fostering a collaborative and efficient work environment while ensuring continuous professional growth within the team.
  • Establish clear project priorities and delegate tasks to ensure successful project delivery across a portfolio of projects.
  • Oversee all design aspects of civil engineering projects, including layout, grading, earthwork, stormwater management, utilities, and erosion control, ensuring designs meet client and regulatory expectations.
  • Conduct field investigations, as necessary, to evaluate existing conditions and project requirements.
  • Guide the team in preparing and submitting design packages for agency review and approval, ensuring they meet all federal, state, and local codes and regulations.
  • Ensure technical specifications are aligned with client needs and industry standards.
  • Manage the execution of civil engineering projects from initial scoping through to final delivery, including scheduling, budgeting, quality control, and resource allocation.
  • Lead project teams in successfully meeting deadlines, maintaining project budgets, and delivering high-quality engineering solutions.
  • Oversee and approve project documentation, including contracts, permits, change orders, and progress reports.
  • Continuously monitor project progress, resolving challenges to maintain timelines, budgets, and quality standards.
  • Develop and manage comprehensive project schedules, proactively addressing delays or resource conflicts to minimize project disruptions.
  • Track financial performance, including billing, invoicing, and cost control, ensuring projects meet financial targets and stay within budget.
  • Drive business development efforts, including bringing in new work and maintaining relationships with existing clients to support ongoing growth of the office's civil engineering practice.
  • Foster strong relationships with clients, stakeholders, and internal teams to ensure project goals and expectations are clearly understood and met.
  • Occasionally travel to project sites for site assessments, meetings, and client presentations.
  • Guide the team in participating in local, state, and federal permitting processes, ensuring compliance with design specifications and permit requirements.
  • Ensure all engineering projects meet or exceed industry standards and regulatory requirements through diligent project oversight.

Requirements

  • B.S. in Civil Engineering or related field; advanced degree is a plus.
  • 8+ years of civil engineering experience with demonstrated expertise in site-civil design and land development.
  • 5+ years of experience in program or project management, with a proven ability to lead teams and deliver successful projects.
  • Professional Engineering (PE) license in Maryland.
  • PMP or similar project management certification is a plus.
  • Strong proficiency in MS Office, AutoCAD, Civil 3D, MicroStation, and Revit.
  • Exceptional communication skills, both written and verbal.
  • Proven ability to manage multiple projects, prioritize tasks, and build effective working relationships with clients, engineers, contractors, and other stakeholders.
  • Valid driver's license and safe driving record.
