The Senior Program Analyst position at the Department of Innovation and Technology (DoIT) is a critical role that supports the Department of Human Services (DHS) in managing and enhancing the Vocational Rehabilitation Client Systems. This position operates under administrative direction and involves performing complex professional and advisory application functions. The analyst will assist users of the Client Payment, Waiver Enrollment, and Claiming Systems by helping them understand the system's goals and operations. This includes discussing new requirements identified by users and designing and developing changes to the systems as needed. The role also requires documenting implementation plans for new versions of these systems, ensuring that all changes are well-planned and communicated. In addition to system development, the Senior Program Analyst will prepare detailed specifications for various systems within the Vocational Rehabilitation Client Systems Division. This involves identifying data requirements, final report layouts, and utilizing mainframe system requirements and utilities such as MVS, TSO, ISPF, and IMS. The analyst will also be responsible for preparing rough drafts that outline report layouts and processing steps associated with the Client Payment Systems and its subprocesses, ensuring that user needs are met effectively. The position also entails conferring with users and other DoIT/DHS staff regarding issues related to the Home Services Program and Vocational Rehabilitation Program. The analyst will initiate feasibility studies to determine project justification based on time, manpower, and cost against the projected product's value. They will develop alternative approaches to meet objectives and create production operating specifications and user manuals. Training operations staff and user personnel in the usage of the Client Payment, Medicaid Waiver, and STARS systems is also a key responsibility. Furthermore, the Senior Program Analyst will resolve problems and make necessary changes to programs, ensuring that the systems continue to meet user needs through ongoing maintenance and analysis. Keeping abreast of new developments in the IT field is essential, as the analyst will attend meetings, training sessions, and conferences to stay current on products and techniques. The role may also involve performing other duties as required or assigned, which are reasonably within the scope of the position.
