The Senior Project Manager- Facility Design & Construction at CapMetro is a pivotal role that reports directly to the Director of New Facility Development. This position is responsible for overseeing the project management of engineering, design, and construction projects that are integral to CapMetro's Capital Improvement Plan and the Project Connect program. The role involves coordinating with various external agencies and stakeholders whose projects may impact CapMetro facilities. The projects managed by this position typically include complex facility developments such as administrative offices, vehicle maintenance facilities for both bus and rail vehicles, operational facilities, warehouses, and various repairs and renovations. In this role, the Senior Project Manager will be tasked with planning, scheduling, and managing assigned complex capital projects. This includes defining the scope and programming of each project. The individual will direct and evaluate the services provided by professional consultants, including architects and engineers, ensuring that the development of plans, specifications, and estimates meets CapMetro's standards. The Senior Project Manager will also prepare scopes of work and independent cost estimates for professional services, reviewing proposals submitted by design consultants. Acting as the primary liaison with design consultants, the Senior Project Manager will resolve design issues and oversee the production of contract and construction documents. The role also involves assisting the Procurement Department with the procurement of construction contractors and vendors, participating in the bidding process, and attending pre-bid meetings. Furthermore, the Senior Project Manager will be responsible for obtaining jurisdictional approvals and permits necessary for project implementation. Financial management is a critical aspect of this position, as the Senior Project Manager will develop project budgets, monitor expenditures, and approve payments to consultants and contractors. They will also determine cash-flow projections for project execution and maintain accurate financial records. Regular reporting on project status, both internally and externally, is expected, along with presentations to stakeholders. The Senior Project Manager will oversee construction projects, representing CapMetro and serving as the primary contact between the owner, contractor, designer, and various regulatory bodies. Conducting field visits and inspections to monitor compliance with project specifications is essential, as is the ability to direct work changes and stoppages when necessary. The role may also involve assignments on other capital improvement program projects, including railroad infrastructure, stations, bus park-n-rides, and utility renovations. Safety is a top priority, and the Senior Project Manager will support CapMetro's Safety Management Systems (SMS) process by adhering to safety and security policies, considering safety in every action, and reporting any safety concerns. Additional duties may be assigned as required.
