About the position

The CRB (Columbia River Bridge) Senior Technical Director, Project Manager leads and facilitates coordination across all disciplines that support the delivery of CRB, including design, project controls, public affairs, right-of-way, equity, climate, procurement, finance, third party agreements, environmental, and construction through project closeout. Initially, the CRB Project will work closely with the IBR Procurement Lead and the WSDOT CRB Construction Engineer as a key member of the Core Team of the CRB procurement, and is the GEC Team member responsible for the successful delivery of the project from project procurement through construction close out. This position will be required to be in office at least 3 days per week (on average) in Vancouver, WA project office. The CRB Project Manager represents the CRB project in support of coordination with other IBR program leads including project controls, public affairs, right-of-way, equity, climate, procurement, finance, third party agreements and environmental. The CRB Project Manager collaborates with program owners and partner agencies throughout the delivery of the CRB project including WSDOT, ODOT, Tri-Met, C-Tran. This position ensures that project delivery meets federal, state, regional and location regulations and requirements. The CRB Project Manager is responsible for directing the work of the CRB design and construction teams. The CRB Project Manager is responsible for the coordinating, managing change, risk and budget with Owner and Design-Builder through the delivery of the CRB project. This position is contingent upon client approval, meaning that employment will be confirmed once our client has reviewed and approved the selected candidate.

Responsibilities

  • Leads and facilitates coordination across all disciplines that support the delivery of the Columbia River Bridge.
  • Works closely with the IBR Procurement Lead and the WSDOT CRB Construction Engineer as a key member of the Core Team of the CRB Procurement.
  • Collaborates with program owners and partner agencies throughout the delivery of the CRB project including WSDOT, ODOT, TriMet and C-Tran.
  • Ensures that project delivery meets federal, state, regional and location regulations and requirements.
  • Directs the work of the CRB design and construction teams.
  • Coordinates, manages change, risk and budget with Owner and Design-Builder through the delivery of the CRB project.
  • Exercises responsible and ethical decision-making and adheres to WSP’s Code of Conduct.
  • Performs additional responsibilities as required by business needs.

Requirements

  • Bachelor’s degree in civil or structural engineering.
  • 15+ years experience in managing large, multi-agency transportation projects including interstates and interchanges and bridges for a DOT.
  • SE License in OR and WA or ability to obtain both within 6 months.
  • Knowledge of highway, transit and major structures design and delivery practices and procedures association with quality processes and procedures.
  • Experience delivering alternative delivery transportation projects for a DOT.
  • Experience managing large transportation projects including megaprojects.
  • Experience with structural engineering and design and construction of bridges over navigable waterways.
  • Knowledge of highway, transit and major structures delivery practices for WSDOT, ODOT and TriMet.
  • Experience with all phases of project development from NEPA through procurement, to delivery and closeout.
  • Experience working with departments of transportation, FHWA and FTA to deliver interstate and multi-modal major structures.
  • Understanding of FTA CIG processes and deliverables, including working with FTA PMOC.
  • Experience in alternative delivery methods, primarily Design-Build. Experience with design-build contract delivery.
  • Strong communications, interpersonal and conflict resolution skills.
  • Ability to convey complex technical concepts to a variety of audiences.
  • Ability to present and communicate project information at public and external agency meetings.
  • Strong time management and delegation skills.
  • Ability to work at least 3 days per week (on average) in Vancouver, WA project office.

Nice-to-haves

  • Twenty years of experience delivering large, multi-discipline transit projects and highway projects.
  • Experience delivering alternative delivery transportation projects for either WSDOT or ODOT.
  • Experience with FTA CIG processes and deliverables, including working with FTA PMOC.
