About the position

Under general direction, directs, plans, designs, and implements Agency technology projects in assigned areas of responsibility; manages the quality, scope, schedule, and budget related to assigned project(s) and supports the promotion of the IT-Project Management Office's formal processes to support the products delivered to the Agency. This position requires technical aptitude to complement the IT portfolio of projects.

Responsibilities

  • Facilitate the engagement of any technology transformation.
  • Manage the various technology transformation activities.
  • Lead daily stand-ups, sprint planning, sprint reviews, and retrospectives to ensure the team stays focused and productive.
  • Mentor and support the agile team in understanding and implementing Scrum principles and practices, ensuring adherence to agile best practices.
  • Collaborate with the team to identify, document, and implement improvements in the identified epics and user stories.
  • Act as a buffer between the team and any distractions, removing obstacles that could hinder progress and ensuring the team remains focused on its goals.
  • Track the progress of process improvements, ensuring that deliverables are met within the agreed timelines and that the team remains on track.
  • Foster a culture of continuous improvement, encouraging the team to reflect on past successes and challenges and apply learnings to future sprints.
  • Act as a primary liaison between business and technology efforts to analyze and ensure alignment on needs.
  • Identify, or receive escalation of risks and issues, provide 'first line' response for resolution, and ensure proper risk treatment and escalation to the risk register and program managers as needed.
  • Provide content to and otherwise support program communications.
  • Engage IT teams and articulate business requirements.
  • Identify and manage risks and provide mitigation plans.
  • Develop detailed work plans, schedules, project estimates, and resource plans to ensure timely and coordinated execution of key program objectives.
  • Collaborate with executive sponsors and cross functional teams to manage complex programs for optimal return on investment.
  • Monitor and track key milestones, budgets, and activities for management level reporting.
  • Work well under deadlines and juggle multiple priorities.
  • Communicate program updates via clear executive summaries; produce clear, consistent program status reports for management and key stakeholders.
  • Collaborate with executive leaders to define priorities and align future phased releases with strategic direction.
  • Facilitates working sessions in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Drives project leadership toward real time decisions through Sound Transit project management framework and communication disciplines.
  • Ensures all projects are delivered on-time, within scope and within budget while maintaining quality.
  • Manages the relationship with all stakeholders to clarify specific requirements of each project. Develop comprehensive project plans to be shared with clients as well as other staff members.
  • Leads projects that might involve a mix of technical domains: projects based on new and updated Sound Transit computer systems, applications, infrastructure, networks, client/server topologies, hardware, custom software implementations, 'off the shelf' software solutions, databases, middleware, SaaS solutions, and internet/intranet sites.
  • Manages changes to the project scope, project schedule and project costs using appropriate verification techniques. Tracks project performance, specifically to analyze the successful completion of short and long-term goals. Meets budgetary objectives and adjusts project constraints based on financial analysis.
  • Provides a variety of regular updates ranging from weekly / monthly status of projects. Confidently brief executive audiences to include reports and other information that facilitates proactive decision making. Reports and escalates to IT leadership as needed.
  • Develops, teaches, and trains project management, technical and no technical resources.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.
  • Contributes to a culture of diversity, equity, and inclusion in alignment with Sound Transit's Equity & Inclusion Policy.
  • Follows the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees.
  • Integrates sustainability into everyday business practices.
  • Other duties as assigned.

Requirements

  • Bachelor's degree in Computer Science, Engineering, Information Technology, Business Management, Information Systems, Project Management or closely related field.
  • Five years of experience in information technology project delivery or complex project management.
  • Master's Degree in the above fields is preferred.
  • Leadership experience within a Project Management Office as a team lead, a senior project manager with direct/indirect reporting relationships, or prior IT management experience preferred.

Nice-to-haves
