About the position

The Senior Technical Writer - Finance at the Washington Metropolitan Area Transit Authority (WMATA) plays a crucial role in supporting the Finance Department, particularly the Office of Management and Budget Services (OMBS). This position is primarily focused on assisting in the development and submission of grant applications and other contractual agreements aimed at securing additional financial resources for Metro. The incumbent will work closely with various teams within the Finance Department to ensure that all written materials, including grant proposals, benefit-cost analyses, and financial reports, are accurately prepared and compliant with relevant regulations and guidelines. In this role, the Technical Writer will be responsible for conducting thorough financial analyses, which include budgeting, forecasting, and variance analysis, to support funding proposals. The position requires the ability to lead the development of proposals for Federal, State, and Local Government funding opportunities, which involves researching funding opportunities, gathering necessary data, and crafting compelling narratives that align with funding requirements. The Technical Writer will also collaborate with cross-functional teams, including project managers and finance professionals, to ensure the accuracy and completeness of proposal content and financial analyses. The Technical Writer is expected to be an effective communicator, both orally and in writing, and will need to translate complex technical concepts into easily understandable documents for various audiences. This position requires a high level of organization and the ability to meet deadlines, as well as the capability to manage multiple reviews of documents and project status reports. The incumbent will also be responsible for producing communications in multiple formats, from concept to execution, and will need to stay abreast of developments relevant to WMATA's policies and programs. Overall, this position is integral to ensuring that Metro remains a trusted transportation provider in the National Capital Region by effectively securing necessary funding through well-crafted proposals and reports.

Responsibilities

  • Conduct thorough financial analysis, including financial statement analysis, budgeting, forecasting, and variance analysis to support funding proposals.
  • Perform advanced level cost benefit analyses to evaluate the financial viability and return on investment of proposed projects or initiatives.
  • Lead the development of proposals for Federal, State, and Local Government funding opportunities, including researching funding opportunities, gathering necessary data, and crafting compelling narratives that align with funding requirements and priorities.
  • Gather and interpret relevant data and information from various sources to support the development of funding proposals and cost benefit analyses.
  • Collaborate closely with cross-functional teams, including project managers, subject matter experts, and finance professionals, to gather input and ensure accuracy and completeness of proposal content and financial analyses.
  • Ensure that all proposals and financial analyses comply with applicable regulations, guidelines, and standards, including Federal, State, and Local Government procurement requirements.
  • Translate complex technical concepts and terminology into easy-to-understand documents for informed and educated audiences.
  • Prepare and edit responses to various stakeholder inquiries, including executive level responses.
  • Conduct research, draft, and edit responses on behalf of Finance and OMBS, which may include sensitive and confidential information.
  • Produce communications and writing in multiple formats, from concept to execution.
  • Proofread, format documents, and perform style review of materials consistent with agency guidelines.
  • Understand, support, and reinforce the Authority-wide standards for message content, consistency, and tone.
  • Assist in identifying the appropriate communications vehicle and timing, staying abreast of developments relevant to WMATA's position on policies and programs.
  • Coordinate the gathering of content from subject-matter experts, assisting in the writing and editing of responses as needed.
  • Create graphical images, flow charts, and diagrams for inclusion in documentation.
  • Coordinate and track multiple reviews of documents, materials, and project status reports.
  • Prepare routine or discretionary grant applications and associated supporting material.
  • Work quickly and independently, meeting all required deadlines to ensure prompt response.
  • Develop professional reports and presentations that target WMATA's stakeholders and internal customers.

Requirements

  • Bachelor's degree in Journalism, Finance, Public Relations, Communications, English, Marketing, Public Administration, Business Administration, or other related fields.
  • A minimum of seven (7) years of progressive work experience developing written communications, including authoring or contributing to proposals submitted as a response to a federal contract solicitation or grant funding opportunity.
  • Demonstrated experience in developing benefit cost analyses.
  • Demonstrated ability to author documentation from disparate authors and subject matter areas in a succinct manner.
