About the position

The Supervisory Human Resources Specialist position serves as the Quality and Program Evaluation (QPE) Team Supervisor within the Human Capital Modernization Center (HCMC) at the Department of Homeland Security. This role is responsible for overseeing human capital support for the Transportation Security Administration (TSA), managing resources, and enhancing the agency's capacity for effective human resource management.

Responsibilities

  • Function as the Branch Manager for the QPE Branch, overseeing allocated resources such as budget and personnel.
  • Enhance the agency's overall capacity for human resource management by addressing systemic challenges in recruitment, hiring, classification, position management, organizational design, and HR data analytics.
  • Exercise supervisory and personnel management authorities in directing the work of subordinate staff.
  • Conduct briefings and participate in conferences/meetings to present information on HR and organizational development topics.

Requirements

  • One year of specialized experience at the SV-J or GS-14 level in the Federal service or equivalent experience in the private sector.
  • Experience in developing, analyzing, and advising on HR policy, guidelines, and programs.
  • Experience leading federal human capital projects that impact operations.
  • Experience providing presentations and briefings to organizational leadership on human capital policies.
  • Experience analyzing and reconciling discrepancies in hiring processes and personnel management.
